Cleanliness Drive: On October 1, Prime Minister Narendra Modi spearheaded a nationwide cleanliness drive. It aimed to blend fitness, well-being, and cleanliness. “Swachhata hi Seva,” witnessed the participation of thousands of individuals who engaged in an hour-long “Shramdaan” across the country.

Ban on Diesel Generator Sets in Delhi-NCR

Starting from October 1, Diesel Generator (DG) sets in the Delhi-National Capital Region (NCR) will face a ban. It is aimed to combat the region’s deteriorating air quality. However, there is a crucial exception allowing their use in designated “emergency services” until December 31 of this year, as announced by the Commission for Air Quality Management (CAQM) in a statement issued on Friday.

The CAQM has consistently emphasized that the extensive use of DG sets significantly contributes to the worsening air quality in Delhi-NCR. This move to restrict their operation is part of a broader effort to address air pollution in the region.

Emergency Services Exemption

To ensure that essential emergency services are not disrupted and to provide sufficient time for implementing necessary emission control measures, the Commission has made a one-time exception. It grants permission for DG sets of all capacities to operate exclusively for designated emergency services in the NCR. This exception applies even during periods of restrictions under the Graded Response Action Plan (GRAP), but it is valid only until December 31. 

The emergency services covered by this exemption include elevators, escalators, travelators, medical facilities (hospitals, nursing homes, and healthcare establishments), railway services, metro services, airports, ISBTs, sewage treatment plants, water pumping stations, and projects related to national security, defense, and national importance.

Revised Schedule for DG Set Operations

In a comprehensive review, the Commission has issued a revised schedule for regulated DG-set operations, replacing all previous directives, orders, and guidelines related to DG-set regulations. These regulations apply to all sectors in the NCR, including industrial, commercial, residential, and office establishments. DG sets will be allowed to operate as backup against regular power supply failures.

The Commission’s decision to ban DG sets is rooted in their contribution to the deteriorating air quality in Delhi-NCR. This move aligns with broader efforts to address air pollution and improve the region’s environmental conditions. Previously, a ban on diesel generator sets in the industrial and commercial sectors of the NCR was enforced from May 15. It faced opposition from resident welfare associations.

Graded Response Action Plan (GRAP)

The Graded Response Action Plan (GRAP) serves as an emergency response mechanism, contingent on Delhi’s Air Quality Index (AQI). It involves multiple stakeholders, implementing agencies, and authorities to tackle worsening air quality situations in the Delhi-NCR region. GRAP will be in effect from October 1 across the entire NCR.

In the most recent outbreak, Kerala’s Health Minister, Veena George, highlighted a significant milestone. The outbreak, which began on September 11, saw no fresh cases emerging beyond the contacts of the initial patient. Dr. AS Anoop Kumar, credited with early Nipah outbreak detection in 2018, played a pivotal role in the boy’s recovery. However, the patient responded positively to medication, with the medical team working tirelessly to manage seizures and cerebral edema. Remarkably, the boy was weaned off the ventilator after six days, marking a groundbreaking achievement in Nipah treatment worldwide.

Two Tragic Losses and Stringent Safety Measures

While two individuals lost their lives in this outbreak, Mohammed Ali and Mammilikunni Haris, Kerala’s healthcare system ensured stringent safety measures. Even though the official diagnosis for Haris came later, all necessary precautions were taken to contain the virus’s spread. Health workers and Nipah suspects were effectively isolated from the beginning.

Following his recovery from the ventilator, the young boy underwent a comprehensive rehabilitation program. His progress included regaining the ability to speak, consume food orally, and walk independently. Ribavirin, a prescribed medicine, played a significant role in the treatment, while monoclonal antibodies were not administered to any of the recent outbreak patients.

The Warangal to Khammam section will trim the travel distance by about 14 km, while the Khammam to Vijayawada section will reduce distances by approximately 27 km. This reduction in travel time is expected to ease congestion on existing routes and enhance overall connectivity in the region.

Hyderabad-Visakhapatnam Corridor: Bharatmala Pariyojana

As part of the Bharatmala Pariyojana, PM Modi will inaugurate road projects linked to the Hyderabad-Visakhapatnam Corridor. Private Vehicles vs. Commercial Use

According to the Transport Department’s circular, modern carpooling apps violate the law by enabling private vehicles to be used for commercial purposes, including regular carpooling practices. This decision stems from numerous complaints by taxi driver unions, leading the Regional Transport Offices (RTOs) across Bengaluru to take action against the use of private vehicles for carpooling.

Additionally, a member of the Karnataka Rajya Sabha expressed concerns about carpooling apps operating without licenses. He proposed that vehicle owners should register their cars as taxis to obtain the necessary permits for commercial activities.

Public Opinion Differs

Contrary to the Transport Department’s stance, Bengaluru’s general public views carpooling apps as beneficial. Commuters believe that these apps have made daily travel more convenient. It helps them avoid the city’s notorious traffic jams and save money on their daily commutes.

Bengaluru currently hosts over 1.1 crore vehicles.  It includes 73.6 lakh two-wheelers and 23.5 lakh four-wheelers. Many of these vehicle owners rely on carpooling to ease their daily commutes amid the city’s congested roadways.

Government and Private Sector Support

Besides private companies, some government agencies have also promoted carpooling as an efficient means. It reduces traffic congestion and pollution. It remains to be seen how the Karnataka government will address this issue. They need to establish a balanced policy that accommodates the needs of the public while adhering to regulations.
