Supreme Court Extends Time For Punjab to Hospitalize Farmer Protest Leader

The Supreme Court on Tuesday granted the Punjab government an extension until January 2 to comply with its order to hospitalize farmer leader Jagjit Singh Dallewal, who has been on a hunger strike for over a month. The decision came after the state informed the court that Dallewal was open to receiving medical treatment if the Union government agreed to his proposal for talks.

The Punjab government had sought a three-day extension to comply with the court’s order, citing ongoing negotiations with farmer leaders at their protest site as a reason for the delay.

A bench comprising Justices Surya Kant and Sudhanshu Dhulia convened a special hearing on the matter. The bench refrained from commenting on the ongoing negotiations but emphasized the need to comply with the court’s directives. “We will be happy if something comes through,” the judges noted while granting the extension in the interest of justice.

The court had previously criticized the Punjab government on December 28 for failing to provide medical aid to Dallewal, describing it as not only a “failure of law-and-order machinery” but also tantamount to “abetment to suicide.” Punjab’s advocate general, Gurminder Singh, informed the bench that discussions were delayed due to a state-wide bandh and talks with the Union government over demands such as a minimum support price (MSP) guarantee.

Singh added that Dallewal was willing to accept medical aid if the Union government engaged in discussions, as outlined in a letter from the farmers to the Union government. Solicitor General Tushar Mehta, representing Haryana, emphasized the urgency of the issue and requested a hearing on January 2.

The Supreme Court had initially directed Punjab on December 20 to urgently hospitalize Dallewal, noting his critical condition and his resolve to continue the hunger strike until demands for agrarian reforms and debt relief were addressed. A contempt petition was filed against Punjab’s chief secretary and police chief for allegedly violating the court’s directions, and they were instructed to be virtually present at the January 2 hearing.

The Punjab government argued it was unable to enforce the court’s order due to farmers forming multiple protective layers around Dallewal, preventing authorities from intervening. The court rejected this justification, stating it would not yield to pressure or condone a “violent face” to the protests. The bench criticized Punjab for tacitly supporting the agitators by enabling a “virtual fort” around the protest site.

On Saturday, the court declared that obstructing medical treatment for someone critically ill was “unacceptable and unheard of,” labeling it a criminal offense equivalent to abetment to suicide. The court further expressed disappointment with Punjab’s inability to balance law enforcement and the protection of human life.

Since November 26, Dallewal has been on a hunger strike, demanding a legal guarantee for MSP, debt relief, and agrarian reforms. Meanwhile, Haryana has approached the Supreme Court against a Punjab and Haryana High Court order to lift a blockade at the Shambhu border, which was set up to prevent farmers from marching to Parliament.

The Union Ministry of Panchayati Raj (MoPR) announced on Wednesday that rural residential assets worth ₹1.37 lakh crore can be leveraged to access credit through the SVAMITVA scheme. This initiative involves drone-based surveys to demarcate properties in rural inhabited areas.

The ministry highlighted that, historically, many villages in several states lacked mapped inhabited areas, limiting residents’ access to institutional credit. Following the implementation of the SVAMITVA scheme, property owners can now secure bank loans using property cards, which provide a legal foundation for their ownership.

Launched in 2020 by Prime Minister Narendra Modi, the SVAMITVA scheme aims to drive economic progress in rural areas by surveying and mapping villages using advanced technology. To date, approximately 317,000 villages—92% of the targeted 344,000—have been surveyed, and property cards have been distributed in 136,000 villages. On December 27, PM Modi will inaugurate the distribution of an additional five million property cards across India.

Quoting Peruvian economist Hernando de Soto, Panchayati Raj Ministry Secretary Vivek Bharadwaj explained that “capitalism often struggles in developing countries due to unclear land ownership.” He linked this observation to the SVAMITVA scheme, noting that many rural residents previously couldn’t access bank loans due to undefined property rights. “Even at the lowest market rates, these properties are valued at ₹1.37 lakh crore, with the actual value likely being higher,” Bharadwaj said.

Taiwan Reveals Chinese Aircrafts and Vessels Operating in its Territory

Taiwan’s Ministry of National Defence (MND) reported on Thursday that five PLAN (People’s Liberation Army Navy) vessels were detected operating around Taiwan until 6 a.m. local time.

“Five PLAN vessels operating around Taiwan were monitored until 6 a.m. (UTC+8) today. #ROCArmedForces have responded accordingly. No flight path illustration was provided as no PLA aircraft were detected operating around Taiwan,” the MND announced in a post on X.

On Wednesday, the MND reported three Chinese military aircraft and six naval vessels operating in the region. Among these, one PLA aircraft entered Taiwan’s eastern Air Defense Identification Zone (ADIZ).

Earlier on Tuesday, the ministry detected eight Chinese military aircraft and five naval vessels operating near Taiwan until 6 a.m. local time. Of the eight aircraft, six crossed the median line and entered Taiwan’s northern and southwestern ADIZ.

The increased military activity comes amid heightened tensions following the White House’s announcement of arms sales and military assistance to Taiwan. China’s foreign ministry strongly opposed the move, calling the “Taiwan issue” the core of China’s interests and a “red line” in China-US relations, according to Taiwan News.

In response, a spokesperson for China’s Foreign Ministry criticized the US arms package, stating it “seriously violates the one-China principle and the three Sino-US joint communiques, particularly the ‘August 17’ communique.” The spokesperson accused Washington of undermining China’s sovereignty and security interests, sending a “seriously wrong signal to ‘Taiwan independence’ separatist forces,” and “playing with fire.”
