US Congressman Chip Roy has said he will soon put forward a proposal that seeks to completely halt immigration into the United States. His announcement comes at a time when President Donald Trump has been tightening policies related to visas and border control, including recent changes to the H1B programme that have caused unease among Indian professionals. Nearly seventy percent of all H1B workers are Indian, according to recent figures.

Before discussing his broader concerns, Roy explained that his plan would stop every category of immigration until the United States fulfils a list of specific goals. He outlined these objectives during a conversation with political commentator Benny Johnson. Roy said the system needs to be restructured by addressing issues such as chain migration, ending the H1B programme, reviewing birthright citizenship, and conducting strict vetting based on what he described as ideological concerns. He insisted that the country needs to screen individuals for beliefs he believes conflict with American constitutional values.

Roy has long been a strong supporter of conservative policies and is considered a close ally of President Trump. Immigration, border security, and limits on work visas have been among his central political priorities for years. In his latest remarks, he claimed that the United States is facing what he described as rising threats related to radical ideologies and argued that assimilation into American civic culture must be emphasised more forcefully.

He described what he sees as a growing cultural challenge, claiming that some communities do not fully integrate into American society. According to him, this poses a danger to the constitutional and cultural foundations of the United States. His comments have fueled debate since he directly linked these fears to his call for shutting down all new immigration.

Roy currently represents Texas’s twenty first Congressional District, an area that includes parts of the Texas Hill Country, South Austin, and North San Antonio. Earlier in his career, he served as chief of staff to Senator Ted Cruz. With each term he has taken increasingly firm positions on national security and immigration policy, placing him among the more hardline voices within the Republican Party.

To understand the implications of his proposal, it is important to consider the legislative process involved. A bill introduced in the US Congress first goes to the relevant committees for examination. It may then be debated, revised, and voted on. For any bill to become law, both chambers of Congress must pass the same version. After that, it goes to the President, who can either sign it into law or reject it. This heated discussion over immigration also comes at a moment when the Trump administration has already imposed significant changes on the H1B visa programme. In September, the President signed a proclamation that increased the fee for new H1B applications from around one thousand five hundred dollars to one hundred thousand dollars. The US State Department later clarified that this fee applies only to new filings after September twenty first and does not affect people who already hold the visa.

The administration has repeatedly argued that these high fees will push companies to prioritise American workers and rely less on foreign employees. Despite this, President Trump noted recently that the country still needs skilled experts from overseas because certain industries lack specialised domestic talent. When asked directly whether American workers alone were sufficient to meet industry demands, he disagreed and said that the country needs outside expertise in some areas.

Following the President’s remarks, Treasury Secretary Scott Bessent elaborated on the administration’s approach. He said the aim is to bring highly skilled workers into the United States for a limited period so that they can train American employees. After several years, those foreign workers would return to their home countries once domestic workers have been fully prepared to take over.
