The two leaders last came face-to-face in October of the previous year, after which both countries announced progress in talks aimed at easing the long-running military standoff along the Line of Actual Control.

Modi’s China visit will also include meetings with Russian President Vladimir Putin as well as leaders from Central Asian nations. Ahead of this, External Affairs Minister S. Jaishankar had travelled to China last month, his first trip there since relations soured in 2020. During that visit, he conveyed greetings from President Droupadi Murmu and Prime Minister Modi to Xi Jinping and spoke about recent developments in bilateral ties, highlighting the importance of leadership-level guidance.

After years of friction, New Delhi and Beijing appear to be slowly steering ties back on track. He explained that his failure stemmed from a lack of deeper understanding of the community’s struggles and history. Had he grasped these issues earlier, he said, he would have pushed for a caste census long ago. “It was because I could not understand your issues in depth at that time…My regret is that if I had known about your (OBC) history, about your issues, even a little more, I would have conducted a Caste Census right at that time. It is a mistake I made. It is not the Congress party’s mistake; it is my mistake. I am going to rectify that mistake,” he told the audience.

Gandhi concluded by reaffirming his commitment to conducting a caste census, describing it as an “X-ray of the population” in Congress-ruled states.

Heavy rain forecasts have led the Punjab government to declare that all schools in the state will remain shut from August 27 to 30. Chief Minister Bhagwant Mann announced the decision after continuous downpours left several villages submerged and rivers overflowing.

Responsibility for the deaths has been pinned by some officials on the shrine board and local magistrates in Katra and Padder. On August 14, a massive cloudburst at Chishoti devastated the route to Mata Chandi temple in Padder, leaving 65 pilgrims dead and 32 missing. Just days later, another downpour in Kathua killed seven people, five of them children.

Residents of Katra have also voiced anger. Deepak Kumar, a local, attributed the Adhkuwari landslide to indiscriminate tree cutting and construction of new tracks to boost tourist numbers. He accused the shrine board of prioritizing revenue over safety and said tragedies on Trikuta Hills have increased as a result. For many, condolence messages and compensation payments are seen as inadequate, with calls for accountability growing louder. Senior journalists have described the repeated disasters as a consequence of administrative indifference and the absence of strong governance.

The region has witnessed similar tragedies before. In January 2022, a stampede at the shrine killed 12 pilgrims. Sridevi is said to have lawfully purchased the land on April 19, 1988, from M.C. Sambanda Mudaliar, whose family had already divided the estate in 1960 under a mutual agreement.

Kapoor’s petition names a woman and her two sons, who now claim inheritance rights over the same plot. The woman asserts she became the second wife of Mudaliar’s son through a marriage in 1975. However, Kapoor disputes this, stating the man’s first wife remained alive until 1999, rendering the alleged second marriage invalid in the eyes of the law.

In addition to questioning the marriage claim, Kapoor also challenged the authority of the Tambaram Taluk Tahsildar for issuing a legal heirship certificate to the trio. He has requested that the court revoke the certificate and stop any potential handover of the property. Responding to the petition, Justice N. Anand Venkatesh instructed the Tahsildar to re-examine the case and deliver a decision within four weeks.

The farmhouse holds emotional significance for Kapoor and his daughters, Janhvi and Khushi, who continue to visit the property regularly.

Joshi said that the food security law remains intact and unchanged, and that the central government remains fully committed to it. He claimed that the Mann government was stirring controversy as a political distraction, not out of genuine concern.

Chief Minister Bhagwant Mann, too, spoke out on the issue a day earlier, saying the central government’s plans involve removing over eight lakh ration card holders under the National Food Security Act. He also demanded transparency in how beneficiaries are being identified and removed under the public distribution system. Meanwhile, the Union government dismissed all these charges. Officials insisted that no names had been removed from the ration list in Punjab, and that no grain quotas had been slashed. Instead, they called on the state to clean up and correct its own beneficiary data.

As the issue grows more intense, both sides appear locked in confrontation.
