In a significant legal development, a Bengaluru court has ordered the registration of a First Information Report (FIR) against Union Finance Minister Nirmala Sitharaman and others, following allegations of extortion through the recently scrapped electoral bonds scheme.

The order came from the Special Court for People’s Representatives in response to a complaint filed by Adarsh Iyer of the Janaadhikara Sangharsha Sanghatane.

Why did Nirmala Sitharaman land in legal trouble?

This legal action follows the Supreme Court’s February 2024 decision to strike down the electoral bonds scheme, deeming it “unconstitutional” and in violation of citizens’ right to information. The scheme, introduced by the Centre in 2018, was originally intended to enhance transparency in political funding by replacing cash donations to political parties.

Karnataka Chief Minister Siddaramaiah has responded to the case by calling for Sitharaman’s resignation. He stated, “An FIR has been registered against Nirmala Sitharaman in the Special Court for People’s Representatives. Who is she? She is a Union Minister, and there is an FIR against her too. They were involved in extortion through electoral bonds and the FIR has been registered on that. She should tender her resignation after the FIR has been registered.”

Further, he elaborated on the legal process, saying, “Now, as per Section 17A (of the Prevention of Corruption Act), the investigation must be completed and a report should be submitted within three months. Based on that, they have registered the FIR and are investigating further.”

What is Section 17A of IPC?

Section 17A of the Prevention of Corruption Act provides additional protection for public servants against frivolous investigations. It requires police officers to obtain prior approval from a competent authority before conducting any enquiry or investigation into alleged offences by public servants under the Act.

The CM also drew parallels to his legal situation, stating, “In my case, the lower court has passed an order. The Governor has asked for an enquiry under Section 17A, and the court has directed that the investigation be completed and a report should be submitted within three months.”

A demand for resignation

Expanding his criticism, the chief minister called for the resignation of other political figures, including JD(S) leader and Union Minister HD Kumaraswamy, and even Prime Minister Narendra Modi.

“First, let Kumaraswamy resign. Shouldn’t he tender his resignation too? Let them resign first. Even PM (Narendra) Modi should resign. In the election bond extortion case, PM Modi should also tender his resignation,” he asserted.

Odisha Puts 48-Hour Internet Shutdown After Communal Tensions Rise

The Odisha government has suspended internet services in Bhadrak district for 48 hours until September 30, following violent communal clashes linked to social media posts, according to an official order cited by news agency ANI.

In the order, Satyabrata Sahu, the state’s additional chief secretary, stated that the home department extended the ban on accessing social media platforms like WhatsApp, Facebook, X (formerly Twitter), and others through internet and data services in Bhadrak district until 2 a.m. on September 30, 2024.

The order noted, “It has come to the notice of the State Government that there have been violent communal incidents in Bhadrak and Dhamnagar areas recently due to social media posts. The District Administration has expressed concerns about the misuse of the internet to spread communal violence. Platforms like WhatsApp, Facebook, X, and similar media have the potential to inflame communal tensions, leading to public disorder in Bhadrak district. Therefore, the suspension of such services aims to prevent the spread of inflammatory messages and restore peace and order.”

Prohibitory orders banning public gatherings were imposed in Bhadrak town after a protest by a community over a Facebook post related to their religious beliefs escalated into violence, injuring police personnel. By Friday night, security was tightened in Bhadrak, with additional police forces deployed following a stone-pelting incident that left some officers injured. A video shared by ANI showed police personnel stationed in the area after the clashes.

The internet suspension was enforced under Section 5(2) of the Indian Telegraph Act, 1885, along with Rule 2(1) of the Temporary Suspension of Telecom Services (Public Emergency/ Public Safety) Rules, 2017. The order specified the banned services, including WhatsApp, Facebook, Instagram, Snapchat, and other social media services across all mobile service providers, mobile internet/data services, internet/data services of all ISPs, broadband dial-up systems, and any other modes of transmission.

According to police, over 600 protesters blocked the Santhia bridge connecting Kacheribazar and Purunabazar, demanding the arrest of the person responsible for the social media post. When the police attempted to detain the group during the rally, the crowd pushed forward, prompting a lathi charge, after which some protesters began throwing stones at the police. A deputy superintendent of police (DSP) and a sub-inspector were injured, and the Bhadrak tehsildar’s vehicle was severely damaged, according to an order issued by Sub-Divisional Magistrate Monaj Patra.

Bhadrak has a history of communal sensitivity. In April 2017, the town witnessed violent clashes following an inflammatory Facebook post, leading to arson that destroyed 450 establishments and caused property damage worth ₹9 crore. A curfew was imposed for over a month, the longest in the state’s history.

The space rock, named 2024 PT5, will be held in Earth’s orbit from September 29 to November 25, offering a unique opportunity for astronomers and space enthusiasts to observe this cosmic phenomenon.

Earth’s Mini Moon to be visible on September 29

Dr. Jennifer Millard, host of the Awesome Astronomy podcast, explained to the BBC, “It won’t complete a full revolution around Earth. Its orbit will be slightly altered by our planet before it continues on its way.” Despite the excitement, 2024 PT5 will not be visible to the naked eye or even through standard binoculars or home telescopes due to its small size and dim appearance.

The asteroid, measuring approximately 33 feet wide, was first detected on August 7 by NASA’s Asteroid Terrestrial-Impact Last Alert System (ATLAS).

It originates from the Arjuna asteroid belt, a group of rocks with orbits similar to Earth’s. Dr. Millard noted, “You’ll be able to see wonderful pictures online of this little dot speeding past the stars,” as professional telescopes capture images of the mini-moon during its brief stay.

This celestial dance occurs when asteroids pass close to Earth—sometimes as near as 2.8 million miles—at relatively slow speeds of around 2,200 mph. Earth’s gravity can temporarily trap these slow-moving space rocks, creating the mini-moon effect.

Is Mini Moon visible before?

While 2024 PT5’s visit is noteworthy, it’s not unprecedented. Mini-moons have been observed before, with some even making repeat appearances. For instance, asteroid 2022 NX1 became a mini-moon in both 1981 and 2022. Those who miss this event can look forward to 2024 PT5’s expected return to Earth’s orbit in 2055.

Dr. Millard emphasized the significance of this event, stating, “This story shows just how busy our solar system is and how much remains undiscovered. This asteroid was only detected earlier this year.” The mini-moon phenomenon serves as a reminder of the dynamic nature of our cosmic neighbourhood and the ongoing discoveries in space exploration.

The incident, which occurred on September 23 at the school’s hostel, has sent shockwaves through the community. Five individuals, including the school’s owner, have been arrested in connection with the crime.

What do Hathras police say?

Hathras Additional Superintendent of Police, Ashok Kumar Singh, stated, “On 23rd September, a student was murdered at the hostel of DL Public School under Sahpau PS. A case was registered under relevant sections based on the statement of the complainant. Five accused, including the owner of the school, have been arrested. They have been sent to judicial custody. Police will take action by investigating all angles.”

The accused, identified as Ramprakash Solanki, Dinesh Baghel, Jashodhan Singh alias Bhagat ji, Laxman Singh, and Virpal Singh alias Viru, have been booked under section 103(1) of the Bharatiya Nyaya Sanhita (BNS) and remanded to judicial custody.

The victim’s parents have demanded swift justice, with the father, Shrikishan Kushwaha, recounting the harrowing events leading to the discovery of his son’s body. “At 5, I received the call from the school manager telling me that your son’s health is very poor; come here,” Kushwaha told ANI. He described a series of misleading communications from the school staff before finding his son’s body in a vehicle with one of the accused, who was allegedly intoxicated.

The grieving father vehemently denied rumours of a ritual sacrifice, stating, “My son was studying there for 4 years. I don’t think there was any ritual performed there. He wasn’t sacrificed. He was brutally murdered. I want an SIT team to investigate the matter.”

Bulldozer action to be taken?

The victim’s mother, Kamlesh, in her anguish, called for extreme measures: “Bulldozer should be run on the school. There should be a CBI inquiry in the case. The culprits should be hanged.”

US Charges Iran for Sabotaging Donald Trump Campaign

The U.S. Justice Department unsealed criminal charges on Friday against three members of Iran’s Revolutionary Guards Corps, accusing them of hacking Donald Trump’s presidential campaign and attempting to disrupt the Nov. 5 election.

This indictment marks the latest effort by the Biden administration to counter foreign interference in the election between former President Trump, a Republican, and his Democratic rival, Vice President Kamala Harris.

Iran dismissed the accusations on Thursday, calling them baseless. The three men—Masoud Jalili, Seyyed Ali Aghamiri, and Yasar Balaghi—were allegedly trying to undermine Trump’s campaign, according to Attorney General Merrick Garland. “We are witnessing increasingly aggressive Iranian cyber activity during this election cycle,” Garland stated at a news conference.

The indictment reveals that the trio used fake email accounts to deceive campaign officials into believing they were communicating with trusted sources, prompting them to click on links that allowed the hackers to steal emails and other internal documents, including debate preparation materials and profiles of potential vice-presidential candidates.

The stolen information was then leaked to media outlets and the Biden campaign while Joe Biden was still a candidate, according to the indictment. The charges include wire fraud, identity theft, and computer fraud. The U.S. Treasury Department also imposed sanctions on the three men and several other Revolutionary Guard Corps members.

Trump’s campaign acknowledged in August that it had been hacked by Iran but stated that no private information was accessed. However, multiple news outlets reportedly refused to publish the internal campaign documents that were offered to them. Biden’s campaign officials also did not respond when offered Trump’s debate preparation materials shortly before the only debate between the two candidates on June 27, according to the indictment.

This restraint contrasts sharply with the 2016 election, when hacked communications from Democrat Hillary Clinton’s campaign received widespread media coverage. The Iranian hacking group, known as APT42 or Charming Kitten, is infamous for using surveillance software on mobile phones that can record calls, steal texts, and covertly activate cameras and microphones, according to researchers.

The three suspects are currently in Iran, out of reach of U.S. law enforcement, but Garland emphasized that the Justice Department has a track record of capturing international suspects years after charges are filed. “We will pursue these individuals for the rest of their lives,” he asserted.

The Justice Department indicated that Iran’s efforts are not limited to cyber attacks. A Pakistani man with alleged ties to Iran recently pleaded not guilty to terrorism charges related to a plot to assassinate a U.S. politician in retaliation for the 2020 killing of a top Revolutionary Guards commander. A source mentioned Trump as a possible target, but no links have been established with recent attempts on his life.

The Justice Department has also taken action against Russian efforts to interfere in the election, bringing charges and sanctions against employees of Russian state media outlet RT for allegedly funding pro-Trump social-media influencers in the U.S.
