Bihar CM Nitish Kumar declares pay hike for school staff including cooks, guards, and instructors

On Friday, Bihar Chief Minister Nitish Kumar revealed a major revision in the remuneration of several categories of school workers—including mid-day meal cooks, security guards, and physical education and health instructors. The announcement is part of a series of recent declarations made in the lead-up to the upcoming Bihar assembly elections.

Under the revised structure, the monthly payment for mid-day meal cooks will increase from ₹1,650 to ₹3,300. Security guards will now receive ₹10,000 instead of ₹5,000, and instructors’ honorarium will rise from ₹8,000 to ₹16,000. These figures also include an annual hike ranging between ₹200 and ₹400. Taking to X (formerly Twitter), Kumar stated that the goal is to improve motivation and performance among these essential contributors to the education system. He emphasized that education remains a key priority for his administration.

Kumar pointed out that Bihar’s education budget has grown remarkably—from ₹4,366 crore in 2005 to ₹77,690 crore today. He noted that this expansion has facilitated large-scale teacher appointments and better infrastructure, including new school buildings.

The honorarium for cooks had remained at ₹1,250 until 2019 and was later raised in two steps to ₹1,650. Physical education and health instructors had been lobbying for better pay and had staged protests in June to push their demands.

Additionally, the government recently set new daily minimum wage rates, fixing ₹424 for unskilled labor, ₹440 for semi-skilled, ₹536 for skilled, and ₹654 for highly skilled workers, starting April 1.

In recent months, Kumar’s government has made multiple public welfare announcements aimed at addressing longstanding concerns about pay, pensions, and employment. These include a near three-fold jump in old-age pensions, a 1.5x raise in monthly stipends for panchayat members, and greater financial powers for local self-governments.

Sanjay Kumar Jha, working president of the ruling Janata Dal (United), defended the timing of these initiatives, stating that they shouldn’t be viewed solely through an electoral lens. “The CM is simply sharing the dividends of Bihar’s development, which has taken shape under his leadership over the last 20 years,” he said.

Jha added that Kumar initially focused on laying a strong foundation for the state’s growth. Now that Bihar is ready to move into a new phase, the government is starting to return the benefits to the public. “This signals that more initiatives will be rolled out in the years ahead, driven by his commitment to Bihar’s progress,” he concluded.

Reaffirming his administration’s focus, Modi stressed that the welfare of farmers, small businesses, and young job-seekers remains central to his government’s policies.

“Our primary concern is the well-being of farmers, small-scale enterprises, and creating jobs for the youth. The government is working tirelessly, but every citizen has a role to play,” he added.

Addressing entrepreneurs and business leaders, Modi called on them to lead the charge by prioritizing locally-produced goods in their operations, especially in light of international disruptions.

“I urge the business community to stand firm with the nation and promote Indian products, especially during these uncertain times,” he said.

Earlier that day, the Prime Minister inaugurated and launched a series of infrastructure developments worth ₹2,200 crore in Varanasi. The projects included road upgrades, railway overpasses, and enhancements to urban and rural transit networks — part of ongoing efforts to transform the city, which Modi has represented in Parliament since 2014.

2,280 km of Border Roads Approved in Punjab and Rajasthan

In response to a question raised in the Lok Sabha by MP Rahul Kaswan, the Ministry of Home Affairs revealed on Tuesday that the Centre had cleared a proposal in October 2024 for building 2,280 km of roads across the border regions of Rajasthan and Punjab.

Minister of State for Home Affairs, Nityanand Rai, shared this information while addressing Kaswan’s query about the comparative length of all-weather patrol roads built along India’s borders with Pakistan in Punjab and Rajasthan, and with Bangladesh, as of May 2025.

Highlighting the government’s focus on improving border infrastructure, Rai said that the road network approved last year is part of broader efforts to strengthen connectivity in sensitive frontier zones.

Kaswan also raised concerns about whether difficult terrain—such as shifting sand dunes, poor road conditions, and the lack of nearby forward operating bases—was leading to slower troop mobilisation along the Rajasthan border compared to the faster response corridors in Punjab and Jammu & Kashmir.

MPs from Opposition Demand Parliamentary Discussion on Bihar SIR Exercise

A group of Opposition MPs has written to Lok Sabha Speaker Om Birla, requesting an immediate discussion in Parliament on the Special Intensive Revision (SIR) of electoral rolls underway in Bihar. The signatories include key leaders such as Leader of Opposition Rahul Gandhi, Congress Deputy Leader Gaurav Gogoi, DMK’s TR Baalu, Supriya Sule from NCP (SP), RSP’s N K Premachandran, SP’s Lalji Verma, TMC’s Kakoli Ghosh Dastidar, Shiv Sena (UBT)’s Arvind Sawant, and RJD’s Abhay Kumar.

In their letter, the MPs expressed serious concern over the timing and conduct of the revision process, especially with assembly elections in Bihar just months away. “Such an exercise, this close to elections, is highly unusual,” they wrote, adding that the Election Commission has signaled its intent to carry out similar revisions in other states as well.

Citing widespread unease over the transparency and motivation behind the move, the MPs stressed that the matter warrants immediate parliamentary attention. They also pointed out that the issue had been repeatedly raised during the ongoing session and brought up at the recent all-party meeting held on July 20.

“Although the Government has indicated openness to discussing all issues, including this one, no date has been set so far,” the letter stated.

The lawmakers argued that any overhaul of the electoral rolls has direct consequences for voter rights and the integrity of elections. A formal discussion in the Lok Sabha, they said, would offer members a chance to seek accountability and clarity.

They urged the Speaker to allocate time for a focused debate on the matter without further delay.

Meanwhile, the Opposition continues to stage protests in both Houses, alleging that the EC’s revision drive is part of a political agenda to exclude voters in Bihar ahead of the upcoming polls. They have been demanding dedicated time in Parliament to address the issue.

EC Releases Preliminary Voter Lists for Bihar After SIR Report

The Election Commission (EC) on Friday unveiled the draft voter rolls for Bihar, following the conclusion of its month-long Special Intensive Revision (SIR) exercise, ahead of the state’s upcoming assembly elections.

Although the EC has not shared a consolidated figure from the newly released draft, individuals can check their voter status online through the official portal.

Before the revision began in June, Bihar had 7.93 crore registered voters, according to EC data. The revised count remains undisclosed for now. Physical copies of the updated lists will be provided to political party representatives later in the day, officials confirmed.

With the publication of the draft rolls, the phase for filing claims and objections has officially begun and will remain open until September 1. During this period, voters can report issues such as wrongful deletions and seek necessary corrections.

As part of the first stage of the SIR drive, booth-level officers (BLOs) and party-nominated booth-level agents (BLAs) distributed enumeration forms to voters, who were expected to return them signed along with valid identity documents. Citizens also had the option to complete the process digitally.

The drive concluded on July 25. According to the EC, 7.23 crore people submitted their forms. Additionally, 35 lakh were found to have permanently moved away or were unreachable. Another 22 lakh were marked as deceased, and 7 lakh were flagged for being listed in more than one constituency. About 1.2 lakh voters did not return the forms at all.

This extensive revision campaign spanned 77,895 polling stations, involving over 1.60 lakh BLAs and volunteers, overseen by 243 Elector Registration Officers and nearly 3,000 assistant officials.

Meanwhile, opposition parties have raised concerns, alleging that the revision drive was politically motivated to favor the ruling NDA. Legal challenges were brought before the Supreme Court, which recently stated that the goal of such an exercise should be broad-based inclusion—not widespread removal.

Punjab Congress Leader Claims Son’s Life in Danger, Points Finger at Gangster Jaggu Bhagwanpuria

Gurdaspur MP Sukhjinder Singh Randhawa, also a former Deputy Chief Minister of Punjab, on Friday claimed that jailed gangster Jaggu Bhagwanpuria had issued a death threat against his son, Udhayveer Singh Randhawa.

Taking to X (formerly Twitter), Randhawa stated, “Jaggu Bhagwanpuria, currently behind bars, has threatened my son’s life. Just an hour after one of my associates met him, shots were fired at him.”

Currently attending the Monsoon Session of Parliament in Delhi, the Congress leader made it clear that he won’t be cowed by such intimidation: “No gangster can shake my resolve.”

Randhawa also hit out at Punjab Chief Minister Bhagwant Mann and AAP’s national convenor Arvind Kejriwal, accusing them of turning the state into a “safe haven for gangsters” and failing to uphold law and order.

This threat comes weeks after Bhagwanpuria’s mother, Harjit Kaur, and a relative, Karanvir Singh, were gunned down in Batala, Gurdaspur on June 26. The Davinder Bambiha gang claimed responsibility for the killings. Following the incident, Bhagwanpuria’s family named Randhawa and his son in their police complaint.

Currently held in Silchar Central Jail in Assam under the Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances Act, Bhagwanpuria has a notorious criminal history. Since 2012, he’s been booked in 128 cases ranging from murder and extortion to arms and drug offenses. He is also suspected to have links to the Lawrence Bishnoi gang and is believed to be connected to the killing of singer Sidhu Moosewala.

Reacting to the alleged threat, Punjab Congress chief and Ludhiana MP Amarinder Singh Raja Warring expressed outrage. “A gangster sitting in jail dares to threaten a sitting MP and former deputy CM? Just imagine what ordinary citizens must be going through. The AAP government has completely failed to control crime. But we in Congress will not back down,” he said, urging accountability from the ruling party.

Punjab Set to Roll Out Nation’s First School Program Against Drug Abuse Starting August 1

In a significant push against substance abuse, Punjab is preparing to introduce the country’s first classroom-based anti-drug curriculum for high school students, beginning August 1.

The initiative will be officially launched by Aam Aadmi Party (AAP) leader Arvind Kejriwal and Punjab Chief Minister Bhagwant Mann at Arniwala in Fazilka, as part of the third phase of the “Yudh Nashian De Virudh” campaign.

According to School Education Minister Harjot Singh Bains, the new educational module will reach approximately 8 lakh students across Classes 9 to 12 in 3,658 schools. More than 6,500 specially trained teachers will facilitate the programme.

The curriculum was designed with input from J-PAL South Asia, led by Nobel Laureate Prof. Abhijit Banerjee, alongside other behavioral science experts. Its goal is to help students resist peer pressure, debunk drug-related myths, and make conscious, informed choices.

Structured over 27 weeks, the programme features 35-minute interactive sessions every other week. It incorporates videos, quizzes, posters, and group exercises aimed at encouraging critical thinking and building resistance to drug use.

Pilot studies in 78 government schools across Amritsar and Tarn Taran involving 9,600 students yielded encouraging results. After completing the sessions, 90% of participants recognized that even a single instance of drug use, such as with “chitta,” could lead to addiction—up from 69% in schools without the intervention. The belief that addiction can be overcome solely through willpower fell sharply, from 50% to 20%.

“This marks a shift in our strategy,” said Bains. “The battle against drugs must start with education, not just enforcement.”

The state has already intensified its crackdown, with over 23,000 drug peddlers arrested, more than 1,000 kg of heroin seized, and properties of accused individuals confiscated.

With this new initiative, Punjab becomes the first state in India to launch a large-scale, research-backed educational effort focused on drug prevention through schools.

Trump didn’t hold back on Russia either. He said economic relations between Moscow and Washington are practically nonexistent—and should stay that way. He went on to take a personal shot at former Russian President Dmitry Medvedev, warning him to stay in check: “Tell Medvedev—the ex-president who acts like he’s still in charge—to tone it down. He’s treading into dangerous waters.”

These comments followed Trump’s decision to impose a 25% tariff on imports from India, citing its military and trade ties with Russia. He also announced additional, unspecified penalties.

What Sparked the New Rant?

Trump’s renewed hostility toward Russia appears to have been provoked by a recent post from Medvedev on X (formerly Twitter), where the Russian leader accused Trump of escalating tensions with his “ultimatum-style diplomacy,” warning it could push the U.S. into a broader conflict.

Medvedev wrote, “Every ultimatum is a step toward war—not with Ukraine, but with America itself.”

Trump, in response, criticized Russian President Vladimir Putin for not doing more to end the Ukraine war and shortened his proposed peace deal deadline from 50 days to just 10-12.

Indian stock markets reacted negatively to Trump’s tariff threat. On Thursday, the Nifty 50 dropped by 0.61% to 24,703.1 points, while the BSE Sensex slid 0.64% to 80,963.14. All major sectors posted losses, with mid- and small-cap stocks dipping 0.9% and 0.6%, respectively.

The 25% tariff figure would disproportionately impact India compared to other U.S. trade partners and could jeopardize recent diplomatic progress between the two countries.
