The Mahagathbandhan alliance released its manifesto for Bihar’s 2025 assembly elections, titled ‘Tejashwi Pran’ (Tejashwi’s Vow), featuring ambitious populist pledges including one government job per family, Rs 2,500 monthly allowances for women, and 200 units of free electricity for every household.
The document, presented as the INDIA Alliance’s Sankalp Patra 2025, carries the slogan “Sampoorna Bihar ka, Sampoorna Parivartan – Tejashwi Pratigya, Tejashwi Pran” (Complete transformation of complete Bihar – Tejashwi’s promise, Tejashwi’s vow). The manifesto cover prominently features Tejashwi Yadav, the alliance’s chief ministerial candidate.
Employment and Welfare Commitments
The manifesto’s central promise focuses on employment, pledging legislation within 20 days of forming government to ensure one government job per family, with distribution beginning within 20 months of assuming power.
Additional employment measures include regularizing all contractual and outsourced employees and making Jeevika self-help group women permanent government employees with Rs 30,000 monthly salaries.
Tejashwi Yadav stated: “Not only do we have to form the government in Bihar, we also have to make a new Bihar… The Mahagathbandhan alliance has released the Sankalp Patra for Bihar.”
Social Welfare Initiatives
The alliance promised 200 units of free electricity per household and Rs 500 gas cylinders for poor families. The “Mai-Bahin Maan Yojana” would provide women Rs 2,500 monthly starting December 1, totaling Rs 30,000 annually for five years.
Other welfare commitments include free health insurance up to Rs 25 lakh per person, Rs 1,500 monthly pensions for widows and senior citizens with yearly Rs 200 increases, and Rs 3,000 for persons with disabilities.
Education and Agriculture
The manifesto pledges restoring the Old Pension Scheme, opening women’s colleges in every sub-division, establishing degree colleges in 136 blocks currently lacking them, abolishing competitive examination fees, and providing free travel to exam centers.
Agricultural promises include guaranteed minimum support prices for all crops and reviving local markets.
Minority Rights
The alliance pledged resistance to “unconstitutional laws” imposed by the Centre, putting the Waqf Amendment Bill on hold, and transferring Bodh Gaya Buddhist temple management to the Buddhist community.
Congress leader Pawan Khera noted: “The Mahagathbandhan was the first to announce its chief ministerial candidate and to release its manifesto. This shows who is serious about Bihar.”
