Bihar clears ₹16.40 crore staff housing at Gogri Sub-Divisional Court, Khagaria

0

Bihar has approved the construction of a multi-storey staff residential complex for employees of the Sub-Divisional Civil Court, Gogri (Khagaria). Announced on August 31, 2025, the project is pegged at ₹16.40 crore and will comprise Type-A (G+5), Type-B (G+5) and Type-C (G+5) buildings. Deputy Chief Minister Samrat Choudhary said the decision aims to provide modern, safe accommodation for court personnel and improve day-to-day functioning at a busy subdivision court.

Officials also flagged a related security upgrade: the state recently accorded administrative approval for operating and maintaining CCTV systems in judicial buildings—intended to strengthen safety and case-flow discipline inside court campuses. While that CCTV approval is a statewide measure, coupling it with on-site staff housing at Gogri is meant to reduce response times for emergencies and improve round-the-clock campus oversight.

The Gogri sanction sits within a wider, ongoing build-out of judicial infrastructure across Bihar. Earlier in August, the government cleared a plan in Bhojpur’s Piro subdivision to construct 20 government quarters and a G+6 transit/guest house for judicial officers—also valued at over ₹16 crore—with the Building Construction Department as executing agency. In parallel, the cabinet moved to transfer land in Punpun (Patna) for a new Bihar Judicial Academy, underscoring capacity-building for judges and court staff. Together, these steps indicate a system-level focus on courts—housing, training, campus utilities and security—rather than isolated, one-off works.

Why Khagaria—and why housing? Khagaria district lies in the Kosi-Ganga flood corridor and is routinely flagged as flood-prone by state and national hydrology agencies. Ensuring that essential court staff can live on or near campus improves attendance and continuity of services during monsoon disruptions—when travel is hardest and litigants most need timely relief (bail, injunctions, emergency filings). Official flood-risk summaries specifically list Khagaria among Kosi-basin districts with high vulnerability, a backdrop that makes resilient, on-campus accommodation more than just a welfare amenity.

What to watch next:

  • Tendering & timelines: Expect the Building Construction Department to publish bid schedules and milestone dates; recent university and court-campus projects suggest multi-block builds are being pushed on tight timelines.
  • Campus integration: How the housing links with court utilities (power backup, water, access roads, CCTV control rooms) will determine day-one usability.
  • Replicability: With Piro (Bhojpur) already green-lit and Punpun’s Judicial Academy advancing, Gogri may be a template for other subdivision courts to secure quarters and amenity buildings in 2025–26.

Bottom line: The ₹16.40 crore Gogri staff-housing nod is a targeted, nuts-and-bolts investment: it aims to stabilize staffing, tighten campus security and keep the justice system running during Bihar’s toughest months. Coupled with similar court-housing projects and the proposed Judicial Academy, it signals a material—if under-the-radar—upgrade to how Bihar’s lower judiciary is housed, trained and secured.

China Counters Trump’s Accusations, Denies ‘Working Together’ With North Korea And Russia

China on Thursday rejected accusations from US President Donald Trump, who had suggested that Beijing was working with North Korea and Russia against Washington.

Trump’s comments followed a military parade in Beijing a day earlier, where Russian President Vladimir Putin and North Korean leader Kim Jong Un appeared alongside Chinese President Xi Jinping. It was the first time the three leaders had been seen together at the same event.

Writing on Truth Social, Trump congratulated China on its victory day commemoration but went on to urge Xi to “give my warmest regards to Vladimir Putin and Kim Jong Un, as you conspire against The United States of America.”

Responding to the remark, Chinese foreign ministry spokesperson Guo Jiakun told reporters that China’s diplomatic ties with other countries are not aimed at any third party.

Moscow also commented on the controversy. Kremlin aide Yuri Ushakov said he hoped Trump had been speaking with irony. He added that China, Russia and North Korea had never entertained the idea of conspiring against the United States, stressing that “no one has been plotting anything.” Ushakov further remarked that Russia is well aware of the role played by Washington and by President Trump himself in shaping global affairs.

Hours after making the allegation, Trump appeared to soften his position. Speaking to journalists in the Oval Office, he described his ties with Xi, Putin and Kim as “very good,” though he expressed some disappointment that Xi’s parade speech did not mention the United States. Trump acknowledged the event as impressive and said he believed the leaders intended for him to be watching. “My relationship with all of them is very good, and we are going to find out how good it is over the next week or two,” he added.

Meanwhile, China announced that Xi Jinping will soon hold formal talks with North Korean leader Kim Jong Un. Guo Jiakun said Beijing is prepared to strengthen strategic dialogue, increase cooperation, share governance practices and further the traditional partnership between China and the DPRK.

Ndtl Unveils Advanced Metabolite To Improve Dope Test Accuracy

The National Dope Testing Laboratory has made a breakthrough in improving the accuracy of drug detection by creating a long-term metabolite of a widely misused anabolic steroid. This advancement will enable a longer period for identifying the banned substance in urine samples.

Sports Minister Mansukh Mandaviya shared the news on X, praising India’s growing reputation as a leader in sports science and innovation.

He said he was proud that NDTL had produced a new reference material based on the long-term metabolite of methandienone, which will strengthen the reliability of doping tests by extending the detection window. He also confirmed that the material would be distributed to other laboratories recognized by the World Anti-Doping Agency, reinforcing international anti-doping initiatives.

Methandienone, also known as metandienone, is an anabolic androgenic steroid first introduced in the 1960s. Athletes have often turned to it for its strong muscle-enhancing effects.

According to WADA, the new metabolite identified from this steroid is 17a methyl 17b hydroxymethyl androst 1 4 13 trien 3 one, which was confirmed in urine samples during excretion studies. The global body notes that this provides an important tool for the long-term detection of metandienone misuse in sports testing.

WADA’s findings reveal that this metabolite can still be found in urine up to 19 days after a single 5 milligram dose, extending the detection period by over a week compared to conventional testing methods.

Data from WADA’s 2023 testing reports show that anabolic agents account for 42 percent of all doping violations, with methandienone alone responsible for nine percent. This is a steep rise from the 4.4 percent share recorded in 2011. Among the most widely abused substances are metabolites of stanozolol and nandrolone.

An Air India Express flight operating from Vijayawada to Bengaluru was cancelled on Thursday after the aircraft was involved in a bird strike, according to PTI.

Officials said the eagle struck the plane’s nose while it was taxiing on the runway for departure, which led the airline to cancel the service and arrange alternate travel plans for passengers. “The incident occurred before take-off during taxiing,” an airline representative told PTI.

Just a few days earlier, a similar case was reported when an IndiGo flight from Nagpur to Kolkata had to return to the Nagpur airport after a suspected bird hit shortly after take-off on Tuesday morning.

The aircraft, which was carrying nearly 160 to 165 passengers, landed safely back in Nagpur as a precaution. The flight was subsequently cancelled, an official confirmed to PTI.

Jane Street Takes SEBI Market Manipulation Case To SAT

Jane Street has taken legal action against the Securities and Exchange Board of India (SEBI) after being accused by the regulator of market manipulation, according to a tribunal filing reviewed by Reuters.

The matter has been placed before the Securities Appellate Tribunal, which is the primary forum for challenging SEBI directives.

In its submission, Jane Street claimed that SEBI has withheld critical documents and data it considers necessary to counter the allegations. The appeal asks the tribunal to compel the regulator to release the information, a person familiar with the filing said.

“These documents are essential and directly related,” the firm argued in its statement to the court.

When contacted, Jane Street declined to respond to questions from Reuters, and SEBI did not immediately issue a statement.

On July 4, SEBI issued an interim order restricting Jane Street from the Indian market over alleged manipulation of benchmark indexes, describing it as one of the strongest actions against an overseas investor. The company was instructed to file a response within 21 days, but that deadline has expired.

Bihar clears ‘one woman per family’ self-employment plan: ₹10,000 starter grant with up to ₹2 lakh follow-on support

0

The Bihar cabinet has approved the Mukhyamantri Mahila Rojgar Yojana, a statewide plan to underwrite women’s micro-enterprise at the household level. Under the scheme, one woman from every family can apply for a ₹10,000 first instalment to start an income-generating activity of her choice, with a performance-linked top-up of up to ₹2 lakh after six months to scale viable ventures. Applications open in September 2025, and the government says bank transfers will also start from September, signalling a rapid rollout.

The state has positioned this as more than a one-off grant. The Rural Development Department (RDD) will run the programme across rural Bihar, while the Urban Development & Housing Department will assist in towns. Alongside finance, the administration plans to develop ‘haat-bazar’ market spaces to help beneficiaries sell what they produce—an often missing link in small-enterprise schemes. Officials say the design draws on inputs from 70,000 women’s groups engaged during the recent Mahila Samvad outreach, and builds on two decades of women-centric measures, including 50% quotas in local bodies and the scale-up of JEEViKA self-help groups (SHGs).

While the cabinet note for this particular scheme focuses on procedures and timelines, the broader fiscal backdrop matters. Within the same decision cycle, the government announced an umbrella ₹20,000-crore allocation for women’s employment initiatives and cleared seven new government medical colleges—signalling that the self-employment push is nested in a larger social-sector package and not an isolated promise. Media briefings also referenced related measures like sportspersons’ recruitment and a risk allowance for certain police units, but the anchor for women remains the ₹10,000+₹2 lakh ladder.

Politically, the timing is unmistakable—it’s an election season move. Yet multiple independent outlets converged on the same operational details: household-level eligibility, September application window, direct transfers, and the six-month assessment as the gate to higher support. That consistency across sources—ranging from national dailies to public broadcasters—suggests the administrative blueprint is reasonably firm.

A key enabler is Bihar’s dense SHG network. JEEViKA, launched in 2006 and now one of India’s largest women’s collective platforms, counts ~11 lakh SHGs and ~1.4 crore members—a ready pipeline for targeting, peer-monitoring and last-mile handholding. Evaluations of SHG-based livelihoods in Bihar and nationally find improvements in financial inclusion (lower reliance on high-cost debt) and resilience, which are exactly the ingredients micro-enterprises need to survive beyond a seed grant. If RDD leverages this architecture (credit links, community cadres, cluster federations), the scheme’s success odds go up.

Another complementary plank arrived almost in parallel: the Bihar Rajya Jeevika Nidhi Saakh Sahkari Sangh Limited, a women-focused credit cooperative launched by the Prime Minister on September 2, 2025, with ₹105 crore moved at launch and ₹1,000 crore sanctioned. If effectively dovetailed, the grant-led Rojgar Yojana can function as the on-ramp while Jeevika Nidhi provides working capital and growth credit—together reducing the common “capital cliff” micro-entrepreneurs face after the first few months.

What to watch next: guidelines and targeting. The state has indicated quick disbursals, but impact will hinge on a few nuts-and-bolts: (1) transparent selection where demand exceeds supply; (2) simple documentation that doesn’t exclude the poorest; (3) timely six-month assessments tied to real business milestones; and (4) market access—those promised haat-bazars and SHG procurement linkages. If these pieces hold, the “₹10k now + up to ₹2 lakh later” design can help women move from subsistence activity to sustainable micro-enterprise rather than stall after the first purchase of tools or inventory.

Primary source: The Times of India report by Jai Narain Pandey (Aug 30, 2025). Corroborated by cabinet-package coverage in ToI/Economic Times/Indian Express and public broadcasters (DD News/All India Radio); contextualized with official notes on Jeevika Nidhi and research on Bihar’s SHG ecosystem.

Novak Djokovic Cautions Carlos Alcaraz About US Open Twist, Mentions Jannik Sinner In Strong Remark

Novak Djokovic ended American hopes in the men’s singles draw at the 2025 US Open by defeating Taylor Fritz for the 11th time in their rivalry. The Serbian star posted a 6-3, 7-5, 3-6, 6-4 victory on Tuesday at Arthur Ashe Stadium, securing a semifinal showdown with Carlos Alcaraz.

At 38, Djokovic has not lifted a Grand Slam trophy in two years and has appeared less frequently on the tour, yet he has still managed to reach the semifinals of all four majors this season. What he has not done is play in a final. With New York now his next opportunity, Djokovic is aiming to break that streak and chase his elusive 25th major title.

After his win over Fritz, Djokovic made it clear he intends to disrupt the anticipated Alcaraz and Jannik Sinner showdown that many expect for the championship match. Between them, Alcaraz and Sinner have claimed the last seven majors, with this season already seeing them face off in the finals of Roland Garros and Wimbledon.

“We don’t need to waste words on those two, they are the best players in the world right now,” Djokovic said. “Everyone is expecting them to meet in the final. I will try to spoil those plans. Sinner still has a couple of matches to win before getting there, but they have been the most dominant players this tournament. That said, I am not waving a white flag. Not against them, and definitely not me.”

Djokovic pointed out that consistency at the Slams has been his priority in 2025, and reaching yet another semifinal proves he has met that goal. “Now I have another shot,” he said. “If I am fit and play at my best, I can push Carlos. Then it is anyone’s match.”

History between the two suggests little separates them. Djokovic holds a 5-3 advantage overall and won their most recent meetings at the Paris Olympics final and this year’s Australian Open quarterfinal. Alcaraz, however, has prevailed twice at Wimbledon finals, leaving their Grand Slam head-to-head tied at 2-2.

Fitness has been a storyline as well. Djokovic showed signs of discomfort in his opening match but has since found form, dropping only three sets across the tournament. Alcaraz, by contrast, has reached the semifinals without losing a set.

Delhi Braces For Rising Yamuna As River Expected To Cross Danger Level By 8 PM Today

Heavy rainfall on Wednesday pushed the Yamuna river in Delhi beyond the 207-metre level, sending water into several houses and shops in low-lying pockets of the city. Records show this is only the fifth time since 1963 that the river has surged past this level. Earlier breaches occurred in 1978, 2010, 2013 and most recently in 2023 when water levels touched 208.66 metres.

By Wednesday afternoon, the river had already crossed the critical 207-metre threshold at 1 pm, and forecasts from the Central Water Commission warned of a further rise to 207.40 metres by 8 pm. The warning level for Delhi stands at 204.5 metres, while the danger mark is set at 205.33 metres, both of which have already been surpassed.

Authorities began moving residents out of vulnerable riverbank areas and into safer shelters as a precaution. The swelling waters also forced the closure of the Old Railway Bridge for traffic movement.

The India Meteorological Department predicted that unstable weather would persist, with light to moderate showers, thunderstorms, lightning and winds reaching speeds of up to 40 kmph expected in Delhi, the wider NCR, and parts of Haryana and Punjab.
