Steadfast Noon’: NATO’s Annual Nuclear Drill Scheduled to Begin Next Week

NATO will hold its annual nuclear deterrence exercise, Steadfast Noon, next week, with the Netherlands serving as the main host. According to officials from the alliance, 71 aircraft representing 14 member nations will participate in the large-scale drill.

“This exercise sends a clear signal to any potential adversary that we will and can protect and defend all allies against all threats,” NATO Secretary General Mark Rutte said in a recorded message from Volkel Airbase in the Netherlands, which will serve as the primary site for this year’s operation.

Other bases in Belgium, Britain, and Denmark — including Kleine Brogel, Lakenheath, and Skrydstrup — will also support the exercise.

“We need to do this because it helps us to make sure that our nuclear deterrent remains as credible, and as safe, and as secure, and as effective as possible,” Rutte added.

NATO clarified that Steadfast Noon does not involve the use of live nuclear weapons. Instead, it focuses on simulating scenarios to test procedures and readiness for situations in which such weapons could theoretically be deployed.

Tensions surrounding nuclear issues have fluctuated since Russia’s 2022 invasion of Ukraine, with Moscow occasionally warning of potential confrontation with NATO. The alliance has consistently denounced such threats as reckless and destabilizing.

Recently, the tone has eased somewhat. Last month, Russian President Vladimir Putin proposed maintaining the limits on deployed strategic nuclear weapons outlined in the New START Treaty for another year, ahead of its expiration in February.

Jim Stokes, NATO’s director of nuclear policy, emphasized that Steadfast Noon is a regular, long-planned exercise. “It’s routine and not directed at any country,” he said, adding that it is also “not linked to any real-world events.”

The Kerala Legislative Assembly on Thursday approved the Kerala Right to Public Service Bill 2025, which aims to guarantee that eligible citizens receive government services within a fixed time frame.

The Bill was passed in the absence of Opposition UDF MLAs, who boycotted the session while demanding the resignation of Temple Affairs Minister VN Vasavan over the Sabarimala gold controversy.

Law and Justice Minister P Rajeev introduced the Bill in the Assembly while Chief Minister Pinarayi Vijayan was in New Delhi for meetings with Union ministers.

Chief Minister Vijayan later said on X that the legislation strengthens citizens’ rights to timely, transparent, and accountable service delivery. He added that if a service request is not fulfilled within 30 days, it will be considered as provided. The Bill also establishes a strong system for grievance redressal, marking another step in people-focused governance.

Minister Rajeev explained that the new Bill replaces an earlier version passed by the UDF government in 2012, which had largely remained ineffective. A review found that 18 of the 83 state departments had not even listed any public services under the previous law. The new Bill introduces stronger accountability, allowing for action against department heads who fail to publish the required services.

Rajeev also pointed out that while the 2012 Act included fines ranging from ₹500 to ₹5000, no penalties were ever collected. The reformed Bill includes clearer and stricter measures to ensure compliance and delivery.

Under the new law, designated officers will be appointed at the village, taluk, district, and department levels to oversee the delivery of essential public services. The time limit for each service will start from the date the application is submitted to the designated officer.

“I am happy to be in Delhi, and this visit will increase the understanding between the two countries. India and Afghanistan should increase their engagements and exchanges… We will not allow any group to use our territory against others,” Muttaqi added.

The Taliban foreign minister’s visit was made possible after he received a temporary travel exemption from the UN Security Council Committee, as he remains under sanctions that include a travel ban and asset freeze.

During the meeting, Jaishankar announced that India would reopen its embassy in Kabul, a major diplomatic step that will restore India’s formal presence in Afghanistan after nearly four years. India had closed its mission in 2021 following the Taliban’s takeover but maintained a small technical office to oversee humanitarian aid, trade, and medical assistance.
