Union Minister Nitin Gadkari on Thursday attributed the rise in road accidents and fatalities in the country to faulty Detailed Project Reports (DPRs) and flawed road designs prepared by civil engineers and consultants.

Speaking at the Global Road Infratech Summit & Expo (GRIS), Gadkari emphasized the urgent need for enhanced road safety measures.

“Most road accidents in the country occur due to minor civil errors, poor DPRs, and a lack of accountability,” said Gadkari, known for his candid remarks.

He urged the road construction industry to adopt advanced technologies and sustainable, recyclable materials to improve road safety.

“Even basic elements like road signage and marking systems are substandard in India. We must learn from countries like Spain, Austria, and Switzerland,” he added.

Highlighting the poor quality of DPRs, Gadkari held engineers largely responsible for the increasing number of road accidents due to inadequate planning and design.

“This makes me feel that engineers are primarily responsible for the rise in road accidents. The core issue lies in road engineering, flawed planning, and defective DPRs,” he stated.

Gadkari revealed that India recorded 1,80,000 road accident fatalities in 2023. With road safety as a top priority, the government aims to reduce accidents by 50% by 2030.

International Road Federation (IRF) President Emeritus K.K. Kapila, also speaking at the event, stressed the importance of prioritizing safety in road design, construction, and management. He highlighted that the summit aims to move towards a future where road accidents become rare, ultimately striving for zero fatalities.

The U.S. Internal Revenue Service (IRS) could see up to half of its workforce cut through a combination of layoffs, attrition, and incentivized buyouts, according to a report by the Associated Press (AP).

This move is part of the Trump administration’s broader initiative to shrink the federal workforce, overseen by billionaire Elon Musk’s Department of Government Efficiency (DOGE).

As per the report, the plan includes laying off most probationary employees who have not yet secured civil service protections. Additionally, a “deferred resignation program” may be introduced to encourage voluntary departures and accelerate staff reductions.

However, former IRS Commissioner John Koskinen warned that cutting tens of thousands of employees could leave the agency “dysfunctional.”

Currently, the IRS employs approximately 90,000 workers nationwide. In February, around 7,000 probationary employees with less than a year of service were already laid off, the report stated.

The administration also intends to reassign some IRS employees to the Department of Homeland Security to support immigration enforcement as part of its broader crackdown on illegal immigration.

Federal agencies are expected to submit reports on their workforce reduction plans by March 13. However, it remains uncertain whether the White House will approve the IRS restructuring plan and over what timeline it would be executed, according to a White House memo cited in the report.

Members of Parliament (MPs) will now have a significantly larger budget for renovating their official residences, following a recent decision by a House panel to increase the allocation by over 230%. The revised limit has been raised from ₹1.5 lakh to ₹5 lakh, a move seen as necessary given the frequent modifications MPs make to their accommodations, including offices and guest rooms.

Lawmakers residing in bungalows and apartments in South and North Avenues face increasing costs due to structural changes in older buildings.

A circular from the Lok Sabha Secretariat stated, “Members are informed that the financial limit for additions/alterations in MPs’ residences has been revised from ₹1,50,000 to ₹5,00,000 by the House Committee.”

The House Committee oversees all matters related to MPs’ accommodations in New Delhi. Lok Sabha officials noted that many MPs have requested the Central Public Works Department (CPWD) to carry out modifications to their residences. As the only authorized agency for government premises in the NMDC area, CPWD will review estimates and ensure compliance with existing guidelines.

The circular further clarified that “CPWD has been instructed to assess estimates submitted to the Lok Sabha Secretariat, ensuring adherence to relevant guidelines and rules. The revised estimates, not exceeding ₹5,00,000, shall be reviewed by the House Committee.” It also referenced the CPWD Maintenance Manual 2023, which states that no changes to a residence’s plinth area can be made without approval from the designated authorities.

In December 2019, then-Housing Development Minister Hardeep Singh Puri informed Parliament that ₹193 crore had been spent over five years on renovating MPs’ bungalows in Lutyens’ Delhi. He also noted that there was no cap on government spending for repair work.

While Lutyens’ bungalows are heritage structures, the Modi government, in its second term, constructed modern duplex bungalows for MPs in North Avenue, replacing some older flats.

Andhra Pradesh is grappling with severe financial strain due to a shrinking revenue base, rising expenses, increased establishment costs, growing interest payments, welfare commitments, and the loss of its capital city as a major commercial hub, according to the AP Socio-Economic Survey 2024-25, presented in the state legislative assembly on Monday.

The survey, conducted by the state planning department, attributes this fiscal stress to expenditure commitments outpacing revenue inflows, coupled with lower-than-expected funds from the central government.

In 2024-25, Andhra Pradesh generated ₹94,967 crore in revenue from its own tax sources, including ₹36,296 crore from State Goods and Services Tax (SGST), ₹21,300 crore from state excise (liquor), ₹18,505 crore from sales tax, ₹9,200 crore from stamps and registration, and ₹4,655 crore from motor vehicle tax. Additionally, non-tax revenue amounted to ₹7,018 crore, with ₹3,518 crore coming from mines and minerals.

The state received ₹89,157 crore from central transfers, comprising ₹57,002 crore through tax devolution and Finance Commission grants, ₹17,036 crore in grants-in-aid, and ₹16,252 crore under externally aided projects. Comparatively, in 2023-24, Andhra Pradesh’s own tax revenue stood at ₹85,922 crore, non-tax revenue at ₹7,432 crore, and central resource flow at ₹84,157 crore.

Total expenditure (excluding ways and means advances and public debt repayments) increased to ₹2,49,418 crore in 2024-25 from ₹2,36,512 crore in 2023-24. Revenue expenditure rose to ₹2,24,343 crore from ₹2,12,450 crore, largely due to spending on welfare programs such as rice subsidies, power subsidies, old-age pensions, and housing schemes.

Public debt repayments surged to ₹21,102 crore in 2024-25, up from ₹13,070 crore the previous year. Meanwhile, capital expenditure on infrastructure projects, including irrigation and roads, stood at ₹24,072 crore, compared to ₹23,331 crore in 2023-24.

The state’s total debt rose sharply from ₹4,91,734 crore at the end of 2023-24 to ₹5,64,488 crore by the close of 2024-25—an increase of nearly ₹73,000 crore. This debt comprises market borrowings, central loans, small savings loans, provident fund obligations, and other sources.

Market borrowings alone grew from ₹3,66,565 crore in 2023-24 to ₹4,24,070 crore in 2024-25. Interest payments also increased, with the state paying ₹32,944 crore in 2024-25, up from ₹29,481 crore in the previous year.

LONDON – Over the past year, several senior Russian missile specialists have traveled to Iran as the country has strengthened its defense ties with Moscow, according to a Reuters review of travel records and employment data.

Seven weapons experts were scheduled to fly from Moscow to Tehran on April 24 and September 17 last year. Documents detailing the bookings and the passenger manifest for the second flight confirm their travel plans.

The booking records include passport numbers, with six of the seven bearing the “20” prefix—signifying official state business passports issued to government officials and military personnel for foreign assignments, as per Russian government regulations and a foreign ministry document. Reuters could not determine the purpose of their visits.

A senior Iranian defense ministry official, speaking on condition of anonymity, confirmed that Russian missile specialists visited multiple Iranian missile production sites last year, including two underground facilities. Some of these visits reportedly took place in September, though the locations were not disclosed.

A Western defense official, who monitors Russia-Iran military cooperation and also requested anonymity, stated that an unspecified number of Russian missile experts visited an Iranian missile base roughly 15 kilometers west of Amirabad port on Iran’s Caspian Sea coast in September. It remains unclear whether these officials referred to the Russians aboard the two flights.

All seven individuals identified by Reuters have military backgrounds, with two holding the rank of colonel and two as lieutenant colonel. A review of Russian databases, including employment, tax, phone, and vehicle records, indicates their expertise. Two specialize in air-defense missile systems, three in artillery and rocketry, one in advanced weapons development, and another has experience at a missile-testing range. However, Reuters could not confirm whether they still hold these positions, as the employment data spans from 2021 to 2024.

Their travel to Tehran coincided with heightened tensions for Iran, as it engaged in a series of retaliatory strikes with its longtime adversary, Israel, in April and October.

Reuters contacted all seven men by phone. Five denied visiting Iran or working for the military, one declined to comment, and another ended the call.

Iran’s defense and foreign ministries, as well as the Islamic Revolutionary Guard Corps (IRGC)—which oversees Iran’s ballistic missile program—declined to comment. The Russian defense ministry also did not respond to inquiries.

Military cooperation between the two nations has already impacted Russia’s war in Ukraine, with Iranian-designed Shahed drones deployed in large numbers on the battlefield.

Hooshyaran-e Vatan, an activist hacker group opposed to the Iranian government, provided Reuters with flight booking details for the seven men, claiming they traveled with VIP status.

Reuters corroborated this with the Russian passenger manifest for the September flight, sourced from an individual with access to Russian state databases. However, as Reuters could not obtain the manifest for the April flight, it remains unverified whether all five Russian specialists booked on it actually made the trip.

Among the April flight’s five booked passengers were Denis Kalko, 48, and Vadim Malov, 46. Tax records from 2021 show Kalko worked at the Russian defense ministry’s Academy for Military Anti-Aircraft Defense. Malov was affiliated with a military unit training anti-aircraft missile forces, according to 2024 car ownership records.

Others booked on the April flight include Andrei Gusev, 45, Alexander Antonov, 43, and Marat Khusainov, 54. Gusev, a lieutenant colonel, serves as deputy head of the General Purpose Rockets and Artillery Munitions faculty at the defense ministry’s Penza Artillery Engineering Institute, per a 2021 institute news report. Antonov has worked at the Main Rocket and Artillery Directorate, as indicated by 2024 car registration records, while Khusainov, a colonel, has ties to the Kapustin Yar missile-testing range, according to banking data.

Two individuals were aboard the September flight to Tehran. One was Sergei Yurchenko, 46, who has worked at the Rocket and Artillery Directorate, according to undated mobile phone records. His passport number carried the “22” prefix, which, based on Russian government guidelines, is not assigned to private citizens or diplomats, though its exact designation remains unclear.

The second passenger, 46-year-old Oleg Fedosov, is listed in residence records as being affiliated with the Directorate of Advanced Inter-Service Research and Special Projects—a defense ministry branch focused on developing next-generation weapons systems.

Russian border records show Fedosov had previously traveled from Tehran to Moscow in October 2023. On both occasions, he used a passport designated for official state business.

Musk criticized the Academy of Motion Picture Arts and Sciences over its “Representation and Inclusion Standards,” arguing that nominations for categories like Best Picture and acting should be based purely on merit rather than diversity quotas.

“Nominations should be determined solely by merit,” he stated.

“This is messed up. It should simply be about who is the best—not the best with an asterisk!” Musk wrote on X.

Introduced in 2020, the Academy’s “Representation and Inclusion Standards” aim to foster equitable representation in Hollywood. To qualify for a Best Picture nomination, films must include cast and crew members from underrepresented racial, ethnic, gender, and disability groups, promoting greater diversity both on and offscreen.

According to these guidelines, at least one lead or significant supporting actor in a Best Picture-nominated film must be from an underrepresented racial or ethnic group, such as African American, Hispanic, Indigenous, Middle Eastern, South Asian, East Asian, or Pacific Islander communities.

For ensemble casts, at least 30% of secondary or minor roles must be filled by individuals from at least two underrepresented groups, including women, the LGBTQ+ community, and people with cognitive or physical disabilities.

Meanwhile, the 97th Academy Awards, held on Sunday night, saw Anora, a dramedy about a sex worker who marries the spoiled son of a Russian oligarch, emerge as the biggest winner with five Oscars.

Director Sean Baker made history by winning four Oscars for the same film—producing, directing, editing, and writing Anora’s screenplay—an achievement highlighted by Variety.

Delhi CM Rekha Gupta on the CAG Report; ‘All AAP scams will be exposed’

Delhi Chief Minister Rekha Gupta stated on Monday that the Comptroller and Auditor General (CAG) report on health would be discussed in the legislative assembly, emphasizing that it would expose all the “scams” of the previous Aam Aadmi Party (AAP) government.

“In today’s assembly session, we will discuss the CAG report on health, and all their scams will be revealed. The AAP has already been exposed before the people of Delhi. Today, everyone can see how AAP deceived them. They came to Delhi portraying honesty but engaged in unprecedented dishonesty,” ANI quoted the chief minister as saying.

She further mentioned that twelve more CAG reports are yet to be presented, and additional irregularities are expected to come to light.

According to the treasury bench’s list of business, the report titled Public Health Infrastructure and Management of Health Services Relating to Government of NCT of Delhi, prepared by the CAG, will be debated in the assembly. MLAs will also have the opportunity to raise related matters under Rule-280 with the Chair’s permission.

Earlier in the day, Delhi Minister Ashish Sood criticized the AAP government’s handling of the city’s health and power infrastructure.

“With every page of the CAG report, more AAP government scams are surfacing. When the people of Delhi needed oxygen and Mohalla clinics, the Delhi government was busy constructing their Sheesh Mahal. The High Court and the CAG have made serious allegations about their so-called ‘mohalla clinics’ and health model. All MLAs will discuss this in detail today,” Sood told ANI.

The CAG report, tabled in the Assembly on Friday, revealed that the Delhi government failed to utilize ₹245 crore out of nearly ₹788 crore allocated by the Centre for emergency response during the Covid pandemic. Additionally, there were delays in releasing funds for vaccination efforts.

AAP MLAs Return to Assembly After Suspension

The tabling of the CAG report sparked a political confrontation between the BJP and the opposition AAP.

On February 25, tensions escalated in the Delhi Assembly when Speaker Vijender Gupta suspended AAP MLAs, including Leader of Opposition Atishi and Gopal Rai, following an uproar just before the report was tabled.

Atishi described the suspension as an injustice to the opposition and, in a letter to Speaker Vijender Gupta, urged him to uphold democratic values.

The MLAs were suspended for three days starting February 25, making March 3 their first return to the assembly since the suspension.

Russia’s FSB security service announced on Friday that it had foiled a plot, allegedly ordered by Ukraine, to assassinate Tikhon Shevkunov, a senior bishop in the Russian Orthodox Church known for his close ties to President Vladimir Putin.

Often referred to as “Putin’s confessor” in media reports, Metropolitan Tikhon serves on Putin’s advisory council for culture and the arts and has maintained an acquaintance with the Russian leader since the 1990s.

The 66-year-old cleric was appointed Metropolitan of Crimea after Russia annexed the peninsula from Ukraine in 2014, a role that signifies a senior bishop. Frequently seen in public with Putin, he has been speculated as a possible successor to Patriarch Kirill, the head of the Russian Orthodox Church.

According to the FSB, a Ukrainian and a Russian national were arrested in Moscow on suspicion of planning the attack. The agency claimed the suspects had been “recruited by Ukraine’s GUR intelligence service through Telegram.”

Russia’s TASS news agency identified the individuals as Shevkunov’s assistant, Denis Popovich, and fellow cleric Nikita Ivankovich. It reported that in December, the suspects were given an improvised explosive device with instructions to assassinate Metropolitan Tikhon before fleeing Moscow using false passports.

Their alleged plan involved planting explosives in the “living quarters” of Moscow’s Sretensky Monastery while Shevkunov was present, TASS stated. Videos released by Russia’s Zvezda news outlet showed security forces detaining one of the suspects and transporting him in a van, while another clip depicted a suspect handcuffed and lying face-down in an apartment. The outlet also shared footage that purportedly showed the suspects confessing.

Ukraine has not issued any public response to the allegations. Since launching its military offensive against Ukraine in February 2022, Russia has witnessed several attacks targeting Russian or pro-Russian figures. Many of these incidents have been attributed to Kyiv or claimed by Ukraine’s secret services, with the most recent being the assassination of General Igor Kirillov in Moscow last December.

West Bengal Chief Minister Mamata Banerjee on Thursday accused the Bharatiya Janata Party (BJP) of adding “fake voters” from other states to the electoral rolls with the alleged support of the Election Commission.

Speaking at a Trinamool Congress (TMC) meeting in Kolkata, Banerjee also questioned the appointment of Gyanesh Kumar as the chief election commissioner.

“It is evident how the BJP is manipulating the voters’ list with the backing of the Election Commission,” the TMC chief alleged.

Recalling her 26-day hunger strike during the 2006 anti-land acquisition movement, Banerjee asserted that her party could similarly launch a protest against the Election Commission. “If necessary, we will stage an indefinite dharna outside the Election Commission’s office to demand corrections in the voter rolls and the removal of fake electors,” PTI quoted her as saying.

‘BJP Won Delhi, Maharashtra Polls by Enrolling Fake Voters’

Banerjee further alleged that the BJP secured victories in Delhi and Maharashtra by enlisting fake voters from Haryana and Gujarat.

“The BJP knows it cannot win elections in Bengal if they are conducted in a free and fair manner. That’s why they plan to bring in fake voters from Haryana and Gujarat, just as they did in Delhi and Maharashtra,” she claimed.

She also vowed that the TMC would identify these “fake voters” allegedly added to the rolls with BJP’s assistance.

“We will not allow outsiders (BJP) to take control of Bengal. What happened in Delhi elections will not be repeated here,” she asserted.

Confident about the upcoming Bengal assembly elections, Banerjee told TMC workers, “We will secure more than 215 out of 294 seats and ensure the BJP’s numbers dwindle.”

During the meeting, Banerjee also criticized the deportation of “illegal” Indian immigrants from the United States, calling the act “shameful” and questioning why the central government did not send planes to bring them back.

“Every time elections approach, the BJP talks about infiltration, yet our own citizens are deported from the US in chains. Why were they brought back in such a humiliating manner? It is a disgrace for the nation,” she said, as quoted by PTI.

Pope Francis has shown slight further improvement as he continues to battle double pneumonia, though doctors emphasized Wednesday that his prognosis remains cautious.

According to a statement, Francis is undergoing respiratory physiotherapy to help clear fluid from his lungs—the first time the Vatican has confirmed he is receiving such treatment.

The 88-year-old pope has been hospitalized in critical condition since February 14 due to a severe lung infection. Already dealing with chronic lung disease, he was admitted to Rome’s Gemelli hospital after his bronchitis worsened. While doctors did not reiterate that he remains in critical condition in their latest update, they maintained that his prognosis is still uncertain.

Despite his condition, Francis resumed work from his hospital room in the afternoon after receiving the Eucharist in the morning. The Vatican also announced his approval of four new bishops and the establishment of a new fundraising initiative to address the Holy See’s ongoing financial challenges. Though the bishop appointments and fundraising plans were likely finalized before his hospitalization, their official announcement highlights that Francis remains actively involved in governance.

Pilgrims Gather at the Hospital

If Francis were to glance out his 10th-floor hospital window, he would see a growing number of well-wishers lighting candles and leaving messages near the statue of St. John Paul II at the hospital entrance. This impromptu pilgrimage site has drawn many, especially church groups in Rome for the Vatican’s Holy Year.

On Wednesday, Bishop Gerardo Villalonga from Menorca, Spain, led a group of 50 pilgrims to the site, expressing their desire to be close to the pope.

“When a family member is ill, it is important to surround them with support. The entire people of God are near the pope,” he said.

As night fell, trumpeter Felice Carella and singer Davide Capuano performed Schubert’s Ave Maria outside his window.

Cardinal Re to Lead Prayer Vigil

Meanwhile, the Vatican appointed Cardinal Giovanni Battista Re, the 91-year-old dean of the College of Cardinals, to lead a prayer vigil in St. Peter’s Square on Wednesday night. This decision places a key figure in any potential future conclave in the spotlight.

Sister Nilda Trejo, an Argentine nun, noted that Francis has long faced health challenges, particularly with breathing and speaking loudly, which is why she has always prayed for him.

“We knew he often struggled,” she said. “Even at Mass, they always have to turn up the microphone because he has difficulty speaking. But he always spoke to the people—to their hearts.”
