Bihar Unveils Ambitious Plan to Create One Crore Jobs Over the Next Five Years

On July 15, 2025, the Bihar government took a significant step toward economic expansion and youth empowerment by approving a comprehensive five-year employment generation strategy. The decision, made during a cabinet meeting chaired by Chief Minister Nitish Kumar, aims to facilitate the creation of one crore jobs across the state by 2030.

The proposal, initiated by the Labour Resources Department, envisions job creation across government departments, the private sector, and among enterprises receiving state assistance. Addressing the media after the meeting, Additional Chief Secretary of the Cabinet Secretariat Department, S. Siddharth, emphasized that this initiative is expected to enhance livelihoods and stimulate industrial growth across Bihar.

To ensure systematic implementation, a 12-member expert panel will be formed under the chairmanship of the Development Commissioner. This high-level committee will consist of senior officials from 11 departments, including Finance, General Administration, Agriculture, Rural Development, Animal & Fish Resources, Industries, IT, Science & Technology, Education, Tourism, and Labour Resources. The committee is tasked with exploring strategies and presenting recommendations to the government for successful execution.

The meeting resulted in a total of 30 key policy decisions spanning infrastructure, welfare, education, and administrative matters. The cabinet extended the benefits of a social protection scheme to non-corporate tax-paying business owners residing and operating in the state. The scheme, titled Bihar Vyavsayi Durghatna Mrityu Anudan Yojana, 2025 (Businessmen Accident Death Scheme), was approved by the Commercial Taxes Department.

Following the withdrawal of the unaided education policy, schools now receive financial grants based on the number of students passing in each division. ₹179.37 crore was allocated for the maintenance of Patna Metro’s priority corridor until March 2028. An additional ₹21.15 crore was sanctioned for the three-year lease of a three-coach train set expected to operate between Malahi Pakri and New ISBT.

A one-time payment of ₹6,000 will be provided to 77,895 Booth Level Officers (BLOs) and 8,245 supervisors engaged in the Special Intensive Revision (SIR) of electoral rolls. This move involves a total expenditure of ₹51.68 crore. An estimated ₹7,832.29 crore will be invested in the modernization and extension of the Western Kosi Canal Project. Expected to conclude by March 2029, the initiative aims to benefit 36 administrative blocks in Darbhanga and Madhubani districts by enhancing irrigation over a command area of 2.15 lakh hectares.

The Finance Department’s proposal to provide an incentive amounting to 30% of the basic salary (up to ₹25,000/month) to Bomb Disposal Squad personnel received cabinet approval. Officers serving under the Bihar Judicial Service will now receive an annual increment from January 1, 2016, aligning their compensation structure with other state government employees.

Two major infrastructure projects under the Ganga Path corridor were greenlit: ₹5,119 crore for developing the 42 km Munger (Safiyabad)–Bariyarpur–Ghorghat–Sultanganj stretch, and ₹4,849 crore for constructing the 40.8 km Sultanganj–Bhagalpur–Sabour segment. Both projects will follow the Hybrid Annuity Model (HAM) to ensure high-quality road construction and maintenance.

These decisions collectively reflect Bihar’s intent to align economic growth with social development and infrastructure advancement. The push to create large-scale employment under the five-year roadmap places a strong focus on youth welfare, entrepreneurship, and regional development — positioning Bihar on a transformative trajectory leading up to 2030.
