Prime Minister Narendra Modi announced Monday that India is preparing a comprehensive governance framework for artificial intelligence while revealing plans to host a Global AI Summit in February 2026. Speaking at the Emerging Science, Technology and Innovation Conclave (ESTIC) 2025 at Bharat Mandapam in New Delhi, Modi emphasized the need for ethical and human-centric AI development.
Rs. 1 Lakh Crore Fund for Research and Innovation
During his address, PM Modi launched the Research Development and Innovation (RDI) Scheme Fund with a corpus of Rs. 1 lakh crore. The initiative aims to foster a private sector-driven research and development ecosystem in India, promoting what the Prime Minister termed “ease of doing research.”

PM Modi highlighted AI’s expanding applications across multiple sectors, including retail, logistics, customer service, and education. He stressed the importance of understanding the technology’s transformative potential while ensuring its ethical and inclusive deployment.
National AI Policy Expected Next Year – PM Modi
The Prime Minister confirmed that lawmakers are actively developing an AI Governance Framework, which will establish guidelines for the technology’s implementation and define its opportunities and limitations. The policy is anticipated to be released next year. “India is shaping a global framework for ethical and human-centric AI,” Modi stated.
This announcement comes amid increasing AI investment in India. Google recently committed $15 billion (approximately Rs. 1.3 lakh crore) to establish an AI-focused data center in Visakhapatnam, Andhra Pradesh. OpenAI, the company behind ChatGPT, has made similar investment pledges in the country.
Global AI Summit 2026
