Air Quality

Delhi and surrounding regions experienced a sharp deterioration in air quality following Diwali celebrations, with particulate matter levels reaching hazardous concentrations that pose significant health risks.

AQI Metrics

• Delhi’s Air Quality Index registered 345 at 5:30 AM Wednesday, classified as ‘very poor’

• IQAir reported New Delhi’s AQI surged to 442 immediately after Diwali

• Multiple monitoring stations recorded PM2.5 levels 59 times higher than WHO’s annual guideline

• Dense smog contains fine particulates (PM2.5 and PM10) that penetrate deep into respiratory systems

Health Impact

Dr. Shivanshu Raj Goyal, Associate Director & Unit Head – Pulmonology, Respiratory & Sleep Medicine at Max Super Speciality Hospital, Dwarka, explained: “As Delhi’s AQI rises again and falls under ‘very poor’ level, there could be significant rise in respiratory conditions, especially after Diwali. The dense smog, which contains fine particulates or dust particles (PM2.5 and PM10), irritates the airways and decreases lung function, which can lead to asthma flare ups, bronchitis, allergic rhinitis, throat infections and exacerbation of symptoms in those who have existing lung diseases.”

High-Risk Groups

• Children and older adults

• Individuals with asthma, COPD, or heart conditions

• Pregnant women

• People spending extended time outdoors

• Those with pre-existing allergies, long Covid, or family history of allergies

When to Seek Medical Attention

Dr. Goyal advises consulting a doctor if experiencing:

• Persistent coughing or wheezing

• Shortness of breath at rest with chest tightness

• Breathing difficulty interfering with daily activities

• Low oxygen signs (blue lips or fingertips)

• Fever with yellow sputum indicating possible pneumonia

Preventive Measures

• Monitor daily AQI and limit outdoor activities during high pollution periods

• Wear N95 or higher-grade masks outdoors

• Use HEPA filter air purifiers indoors

• Avoid smoke-generating indoor activities

• Stay hydrated throughout the day

• Consume antioxidant-rich foods

• Practice breathing exercises like pranayama

• Continue prescribed medications for respiratory conditions

Home Remedies

• Gargle with lukewarm salt water

• Steam inhalation

• Saline nasal sprays

• Warm herbal teas and soups

• Use humidifiers

Healthcare professionals recommend prompt consultation if symptoms develop or worsen during elevated pollution periods.

Olympic gold medallist Neeraj Chopra was formally promoted to Lieutenant Colonel (Honorary) during a pipping ceremony on Wednesday attended by Union Defence Minister Rajnath Singh and Chief of Army Staff General Upendra Dwivedi.

Career Progression

According to The Gazette of India, the appointment took effect April 16. Neeraj Chopra joined the Indian Army as a junior commissioned officer in the rank of Naib Subedar on August 26, 2016.

His military promotions have paralleled his athletic achievements: promoted to Subedar in 2021, awarded the Param Vishisht Seva Medal by the Indian Army in 2022 following his Tokyo 2020 Olympics gold medal, and elevated to Subedar Major in 2022.

Awards and Recognition

Neeraj Chopra received the Arjuna Award in 2018 for athletics excellence, followed by the Khel Ratna award in 2021 for sporting performances. He became a Padma Shri recipient—India’s fourth-highest civilian honor—in 2022.

Recent Competition Performance

The 27-year-old javelin thrower recently failed to defend his world title at the World Athletics Championships, finishing eighth with a best throw of 84.03 meters. The result ended his remarkable 26-event streak of top-two finishes dating back to the 2021 Kourtane Games, which preceded his historic Tokyo Olympics gold.

His compatriot Sachin Yadav finished fourth with a best throw of 86.27 meters, narrowly missing a medal but outperforming Chopra.

Post-Competition Response

Following his eighth-place finish, Chopra expressed surprise at his underwhelming performance, mentioning back problems while acknowledging “it is life and sports after all.”

The last time Chopra finished outside the top three was the 2018 Continental Cup in Czechia, where he placed sixth.

Military-Athletic Career

Chopra’s dual identity as both military personnel and elite athlete reflects India’s tradition of supporting sportspersons through armed forces appointments. His honorary Lieutenant Colonel rank recognizes both his athletic achievements and military service contributions.

Significance

The pipping ceremony, attended by top defense leadership, underscores the government’s recognition of sporting excellence alongside military service. Chopra’s promotion highlights the intersection of India’s sporting ambitions and institutional support systems that enable athletes to pursue international competition while maintaining military affiliations.

Despite his recent championship disappointment, Chopra remains India’s most decorated track and field athlete, with the promotion marking continued institutional recognition of his contributions to Indian sports.

Purnia MP Pappu Yadav Predicts Nitish Kumar’s NDA Exit After Bihar Elections

Independent Purnia MP Pappu Yadav has predicted that Bihar Chief Minister Nitish Kumar may leave the National Democratic Alliance following the 2025 assembly elections, alleging that the BJP and Lok Janshakti Party leader Chirag Paswan are isolating the JD(U) chief.

“The way BJP and Chirag Paswan have isolated Nitish Kumar to maintain their strike rate, I don’t think Nitish Kumar will remain in the NDA after the elections. Only Congress will give Nitish Kumar the respect he deserves,” Yadav stated.

The JD(U) and BJP, the NDA’s two largest constituents, are contesting 101 seats each in the Bihar assembly elections. Despite the coalition announcing seat-sharing arrangements shortly after election dates were declared, reports of internal tensions have persisted.

Yadav elaborated on the alleged rift: “The alliance between the BJP and Chirag is going on, but Nitish hasn’t gone along with them so far. They are trying to isolate Nitish and are busy with their own strategies. Do you think they will stay with him after the elections? Don’t worry, only the Congress will honor Nitish.”

Smaller NDA partners have reportedly expressed dissatisfaction with seat allocations. Chirag Paswan’s LJP (RV) received 29 seats against a demand for 40, while Jitan Ram Manjhi’s HAM and Upendra Kushwaha’s RLM each got 6 seats against requests for 8.

The relationship between JD(U) and LJP (RV) carries historical tension. During the 2020 Bihar elections, Chirag Paswan contested independently, with his party winning only one seat out of 137 contested. JD(U)’s tally dropped from 71 seats in 2015 to 43 in 2020, with Paswan’s separate campaign allegedly splitting votes.

Paswan had declared himself Prime Minister Narendra Modi’s supporter during that election, stating: “I am Prime Minister Modi’s Hanuman…the PM lives in my heart.” His strategy appeared aimed at weakening JD(U) while maintaining BJP relations.

Kumar has previously switched political alliances multiple times, adding uncertainty to coalition dynamics. The NDA faces the challenge of maintaining unity between JD(U) and LJP (RV) amid these underlying tensions as Bihar prepares for elections scheduled in two phases next month.

6 Quick Snacks for Bhai Dooj 2025: Traditional Festival Made Easy

Bhai Dooj, celebrated two days after Diwali on the second day of Shukla Paksha in the Kartik month, falls on October 23 this year. The festival, also known as Bhaiya Dooj, Bhau Beej, or Bhatri Dwitiya, traditionally involves sisters praying for their brothers’ longevity and performing ceremonial rituals including tying sacred threads and sharing meals.

Following extensive Diwali preparations, many households seek simplified yet festive food options for Bhai Dooj celebrations. Six quick snack recipes requiring approximately 15 minutes can help maintain traditional hospitality without extensive kitchen time.

Samosa Chaat combines crushed samosas with yogurt, chaat masala, tamarind chutney, and mint chutney, creating a tangy, spicy dish popular in street food culture.

Poha Nuggets transform flattened rice into crispy bites with soft interiors, suitable for serving with ketchup or green chutney as an appetizer.

Hara Bhara Kebab incorporates spinach, green peas, mashed potatoes, and spices, pan-fried to create a nutritious vegetarian option.

Potato Bites offer a simple preparation using boiled, seasoned potatoes that are lightly sautéed, requiring minimal ingredients while providing substantial flavor.

Vegetable Pakora features mixed vegetables including carrots, potatoes, onions, and capsicum coated in gram flour batter and fried until crispy, traditionally served with mint chutney and chaat masala.

Dhokla, a Gujarati specialty, uses fermented chickpea flour batter that is steamed and topped with mustard seed and curry leaf tempering, providing a lighter alternative to fried snacks.

These recipes address post-Diwali fatigue while maintaining festive meal standards. The snacks accommodate various dietary preferences and can be prepared quickly, allowing families to focus on the ceremonial aspects of Bhai Dooj rather than extensive cooking.

The festival emphasizes sibling bonds through ritual and shared meals, with food playing a central role in celebrations. These simplified preparation methods enable households to honor tradition while managing time constraints following the Diwali festival period.

Each recipe is designed for sharing, reflecting the communal nature of Indian festivals where food serves as both sustenance and symbol of familial connection.

Delhi Government Prepares Cloud Seeding for Artificial Rain to Combat Air Pollution

The Delhi government is preparing to implement cloud seeding operations between October 24 and 26 in response to deteriorating air quality following Diwali celebrations, pending approval from the India Meteorological Department.

Technical and ground preparations for the artificial rain initiative have been completed, with equipment and personnel placed on standby awaiting meteorological clearance, according to government sources. The intervention represents an emergency measure to address seasonal pollution that typically affects the capital from October through February.

Environment Minister Manjinder Singh Sirsa announced the plan during a recent press conference, stating: “The pilots have completed successful trial flights over the targeted area. We are now waiting for the right cloud conditions and India Meteorological Department’s approval to use the artificial rain.”

Air quality in Delhi significantly worsened the morning after Diwali, prompting authorities to accelerate plans for the cloud seeding operation. The technique involves dispersing substances into clouds to induce precipitation, potentially bringing pollutants to the ground and temporarily improving air quality.

Initial plans considered implementing artificial rain on Diwali day or immediately afterward, but the timeline has shifted to late October based on meteorological conditions and operational readiness.

Cloud seeding requires specific atmospheric conditions, including suitable cloud formations and humidity levels, making IMD approval essential for the operation’s success. The department must assess whether current weather patterns can support effective precipitation.

The government has positioned all necessary teams and machinery for rapid deployment once approval is granted. This preparedness aims to minimize delays between authorization and implementation, maximizing the intervention’s potential impact on air quality.

Delhi faces chronic air pollution challenges during winter months, driven by factors including vehicular emissions, industrial activity, construction dust, and crop stubble burning in neighbouring states. Diwali festivities, involving widespread firecracker use, traditionally contribute to acute pollution spikes.

While cloud seeding offers temporary relief, environmental experts note it addresses symptoms rather than underlying pollution sources. The measure serves as an emergency response tool rather than a sustainable long-term solution to Delhi’s air quality crisis.

The operation’s success depends on multiple variables including cloud availability, wind patterns, and precipitation effectiveness. Previous cloud seeding experiments in Indian cities have yielded mixed results, with effectiveness varying based on atmospheric conditions.

India Calls On Canada To Take Lead In Restarting Free Trade Dialogue

India’s High Commissioner to Ottawa, Dinesh Patnaik, has made it clear that the next move on restarting trade talks lies with Canada. Speaking to CTV in an interview broadcast on Sunday night, Patnaik said that New Delhi remains open to reviving discussions on a free trade agreement, but it was Ottawa that halted the process in the first place.

“We are ready to work with Canada if they wish to move forward on a free trade deal,” Patnaik said. “But it was Canada that paused the talks, and it’s Canada that must decide when to resume them.”

Negotiations between the two countries had been making progress toward an Early Progress Trade Agreement (EPTA) before Ottawa unexpectedly suspended discussions in August 2023. The decision came just a month before tensions escalated dramatically after then Prime Minister Justin Trudeau alleged in Parliament that there were “credible” links between Indian officials and the killing of pro-Khalistan activist Hardeep Singh Nijjar in Surrey, British Columbia.

Patnaik expressed disappointment over how ties had soured, noting that Canada had long been considered a friendly partner. “There’s no reason we can’t have a trade deal,” he said. “But it’s for Canada to decide what it really wants.”

While both sides have taken cautious steps toward normalizing relations, trade negotiations have not yet resumed. Patnaik recently hinted that India would now prefer pursuing a broader Comprehensive Economic Partnership Agreement (CEPA) instead of the limited EPTA once discussions begin again.

The deterioration of relations since 2023 continues to influence how India views Canada. When asked if Ottawa is seen as a dependable trading partner, Patnaik responded, “Not yet.” He added that India wants its trade partners to remain stable and not let political or external issues affect economic cooperation.

“We’ve always believed Canada can be a reliable supplier,” he said. “But certain developments in the past made us rethink that position.” Without mentioning Khalistan separatism directly, Patnaik emphasized that India’s priority is to ensure trade and investment remain insulated from political controversies.

“I truly hope we can move ahead,” he concluded. “Our goal is to safeguard the economic relationship from outside forces that might seek to disrupt it.”

Agra-Lucknow Expressway Toll Workers Let All Vehicles Through After Diwali Bonus Denied

A dramatic scene unfolded at the Fatehabad toll plaza on the Agra–Lucknow Expressway when angry toll workers, upset over a meagre Diwali bonus, opened all lanes and allowed thousands of vehicles to pass without paying any toll. What began as a workers’ protest quickly turned into an unexpected relief for commuters but caused major losses to the toll operator and the government. Police teams were soon dispatched to the site to restore order after the situation spiraled into chaos.

The agitation started when twenty-one employees of Shri Sign & Datar, the company managing the Fatehabad toll, reportedly received just ₹1,100 as their Diwali bonus. Frustrated by what they saw as unfair treatment, the workers decided to stop collecting tolls entirely. According to reports, nearly 5,000 vehicles drove through without payment, resulting in losses amounting to several lakhs of rupees for the Centre.

The toll post, a key point on the busy expressway that links Delhi, Agra, and Lucknow, was soon brought to a standstill. Company officials attempted to deploy replacement staff from nearby toll booths to restart operations, but the protesting employees blocked their entry, further intensifying the standoff.

When the situation escalated, police arrived at the scene and tried to mediate between the toll company’s management and the workers. The talks eventually led to a temporary resolution, with officials assuring a 10 percent salary hike and a review of working conditions to end the unrest.

One of the protesting employees told NDTV that they had been working tirelessly for a year without proper bonuses or timely salary payments. “We have been working so hard, but they don’t even give us our salaries on time. Now they’re threatening to replace us instead of addressing our demands,” the worker said.

After nearly ten hours of disruption that began late Sunday night, the protest was finally called off when the company promised to improve pay and ensure fair treatment for its staff. Normal toll operations resumed soon after, bringing relief to commuters and authorities alike.

Iranian Official Faces Backlash Over Daughter’s Strapless Wedding Dress Amid Strict Hijab Enforcement

A video from a 2024 wedding involving a senior Iranian official’s family has sparked controversy, highlighting alleged double standards in the Islamic Republic’s enforcement of mandatory hijab laws.

The footage shows Fatemeh Shamkhani, daughter of Ali Shamkhani—a close aide to Supreme Leader Ayatollah Ali Khamenei and former National Security Council secretary—wearing a strapless wedding gown at Tehran’s luxury Espinas Palace Hotel. Her mother appears in a blue lace evening gown without a headscarf, with several other female attendees also not wearing hijabs.

Shamkhani held a senior position during Iran’s 2022 nationwide protests, when women publicly burned headscarves following the death of Mahsa Amini in morality police custody. The official has advocated for strict Islamic dress codes and supported crackdowns on protesters.

Exiled Iranian activist Masih Alinejad criticized the apparent disparity on X: “The daughter of Ali Shamkhani, one of the Islamic Republic’s top enforcers, had a lavish wedding in a strapless dress. Meanwhile, women in Iran are beaten for showing their hair, and young people can’t afford to marry.”

She added: “The same regime that killed Mahsa Amini for showing a bit of her hair, jails women for singing, who hired 80,000 ‘morality police’ to drag girls into vans, throws itself a luxury party.”

Iranian journalist Amir Hossein Mosalla stated on social media that the video demonstrated “the regime officials themselves have no belief in their own laws that they support, they only want to make people’s lives miserable.”

Iran’s reformist newspaper Shargh ran a front-page photograph Monday with the headline “Buried Under Scandal.”

Women’s rights activist Ellie Omidvari referenced protest casualties: “Their bride is in a palace, our bride is buried under the ground.”

Even Tasnim news agency, affiliated with the Revolutionary Guards, acknowledged: “There is no doubt that the lifestyle of officials in the Islamic Republic must be defensible,” while criticizing publication of private footage.

Shamkhani has blamed Israel for leaking the April 2024 video, calling it hacking into privacy. Former Iranian minister Ezzatollah Zarghami defended Shamkhani, claiming the ceremony was female-only with some attendees veiled and others being close relatives.

US Clarifies $100,000 H-1B Visa Fee Exemptions, Provides Relief for Students

The Trump administration has issued detailed clarifications on exemptions to the $100,000 H-1B visa fee introduced through a September presidential proclamation, providing significant relief for Indian students and professionals.

Trump administration clarifies H-1B Visa Fee

The United States Citizenship and Immigration Services announced that the fee applies specifically to new H-1B petitions filed at or after 12:01 am Eastern Daylight Time on September 21, 2025, for beneficiaries outside the United States without valid H-1B visas.

“The Proclamation applies to new H-1B petitions filed at or after 12.01 am eastern daylight time on September 21, 2025, on behalf of beneficiaries who are outside the United States and do not have a valid H-1B visa,” USCIS stated.

A major exemption covers “change of status” cases, where individuals transition from one visa category to another while remaining in the United States—such as F-1 student status to H-1B status—without paying the fee. This provision particularly benefits Indian students, who constitute 27% of all foreign students in the US according to 2024 Immigration and Customs Enforcement data, representing an 11.8% increase from the previous year.

The clarification also benefits Indian tech professionals, who received 70% of H-1B visas awarded in 2024.

USCIS confirmed that existing H-1B visa holders can travel internationally without restrictions: “The Proclamation does not apply to any previously issued and currently valid H-1B visas, or any petitions submitted prior to 12:01 am eastern daylight time on September 21, 2025.”

Petition on Amendments

Additionally, petitions filed after September 21 requesting amendments, status changes, or extensions for individuals already in the United States are exempt. Beneficiaries of such petitions can subsequently leave and reenter the country without fee liability.

Homeland Security Secretary Kristi Noem may grant fee waivers in “extraordinarily rare circumstances,” including cases where no American worker can fill the position or the employment serves national interest.

The fee, approximately Rs 89 lakh, must be paid through pay.gov before petition submission. Applications lacking proof of exemption will be rejected.

The September 19 proclamation generated confusion among employers and applicants regarding implementation details. The US Chamber of Commerce has filed a lawsuit challenging the fee, calling it “unlawful and harmful to small and medium-sized businesses.”

Bihar Opposition Faces 11-Seat Internal Contests as Mahagathbandhan Seat-Sharing Collapses

Bihar

Bihar: The Bihar Grand Alliance faces direct contests on 11 constituencies among its own members after failing to finalize seat-sharing arrangements, exposing serious coordination failures just weeks before the first polling phase.

Internal Contest Breakdown

RJD and Congress will compete directly in six seats: Vaishali, Sikandra, Kahalgaon, Sultanganj, Narkatiaganj, and Warsaliganj. The CPI and Congress face each other in four constituencies: Bachhwara, Rajapakar, Bihar Sharif, and Karghar. Mukesh Sahani’s Vikassheel Insaan Party and RJD clash in Chainpur and Babubarhi.

The situation crystallized after RJD released its 143-candidate list Monday, including six seats where Congress had already fielded nominees.

Timeline Complications

Uncertainty may resolve by October 23, the withdrawal deadline for second-phase candidates. However, Bachhwara, Rajapakar, and Bihar Sharif—polling in the first phase—will definitively see internal opposition clashes, as their withdrawal deadline has passed.

Despite protracted meetings and back-channel negotiations, the Grand Alliance has not formally announced seat-sharing arrangements, even after the October 20 second-phase nomination deadline.

Family Feud Subplot

Mahua constituency will witness a high-stakes clash where RJD fielded Mukesh Raushan against Lalu Prasad’s estranged elder son Tej Pratap Yadav. Expelled from RJD earlier this year, Tej Pratap launched his own party, Janshakti Janata Dal, adding family drama to Bihar’s political tensions.

NDA Advantage Assessment

Political observers believe internal opposition contests could split votes, potentially benefiting the BJP-led NDA in several constituencies.

Lok Janshakti Party (Ram Vilas) chief Chirag Paswan emphasized Monday that Mahagathbandhan gave NDA a “walkover on many challenging seats.”

“I have never seen an election where such a big alliance is on the verge of a split. There can be a dispute over the choice of seats, but they have not been able to decide even the number of seats,” Paswan stated.

Dismissing opposition claims of “friendly fights,” he added: “There is nothing called friendly fight. Either you are friends or you are fighting against each other. If you are contesting polls against each other and targeting leaders, how can you expect this won’t have an impact in other seats?”

Strategic Implications

The disarray contrasts sharply with NDA’s relatively smooth seat distribution among BJP, JDU, and smaller allies, potentially undermining opposition unity messaging and vote consolidation efforts in the November 6 and 11 elections.
